confirmed that monies from the Alpine Park development will be received in 1997 versus 1998 and <br />be used to complete development of parks. <br /> <br />Mr. Boos reviewed the three funding sources available to the Commission: Land Fill Trust Fund; Park <br />Trust Fund; and Lawful Gambling which is a matching/grant program. Commissioner Rolfe inquired <br />about the existence ora wish list. Commissioner Ostrum commented the current moratorium could <br />benefit the Commission. Further discussion ensued. Additionally, Mr. Boos suggested approaches <br />on how developers might be better utilized in development of parks, and referred to Soltice and Fox <br />parks accordingly as examples. <br /> <br />Commissioner Johns inquired about interns for access by Mr. Boos. Mr. Boos responded he has <br />requested one full time for Parks purposes. <br /> <br />Chairperson Cook noted critical trail links which need completion. Mr. Boos referred to <br />transportational impact fees ($500/1o0 and spoke about the use of these monies for that purpose. It <br />is expected that critical links will not be removed fi.om the plan. However, Mr. Boos added it should <br />not be part of the Parks budget as it related to Landfill Trust Fund interest earnings. <br /> <br />In response to Commissioner Asfahl, expansion of Central Park is at a stand still as owners of the <br />identified land are not interested in selling, <br /> <br />Commissioner LaMere referred to $25,000 in the drat~ 1998 CD for Central's playground. <br /> <br />Further discussion ensued with consensus use of approximately $60,000 for Central Park Playground <br /> <br />in 1998 as follows: <br /> $ 5,000 <br /> $20,000 <br /> $ 5,000 <br /> $30,000 <br /> $ 4,000 <br /> <br />Land Fill Trust Fund Interest Earnings <br />General Fund Budget <br />Lawful Gambling <br />Non-City Matching Funds <br />Prioritization of Lawful Gambling Funds to the playground <br /> <br />Commissioner Rolfe emphasized that Central Park is known as the Commission's "flag ship." <br />Additionally, approximately $60,000 would be used for tennis courts. Mr. Boos added usually Park <br />and Recreation Commission members attend City Council's Finance Committee meeting to request <br />identified monies. <br /> <br />In response to Commissioner Asfahl, park dedication monies have been increased to $875.00 per lot <br />which is an increase of $75.00 per lot. Chairperson Cook noted that monies received are earmarked <br />for use in Recreation Districts in which the lot is located. <br /> <br />1999 Budget <br />Chairperson Cook expressed a desire to increase the budget $20,000, over the 65-75 thousand adding <br />Rabbit park should have a pair of tennis courts. Commissioner Ostrum countered, believing $25,000 <br />was more appropriate and then $5,000 accumulatively each year thereafter.
