The motion on the floor was amended as follows: To recommend that the City Council approve
the revised preliminary plat and preliminary site plan of Ramsey Town Center 6th Addition
subject to compliance with City Staff Review Letter dated July 3, 2007, and that the aesthetic
elements requested by staff be met, or other aesthetic relief deemed acceptable to staff and the
applicant.

Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Levine, Hunt, Brauer, Trites
Rolle, and Van Scoy. Voting No: None. Absent: Commissioner Cleveland.

Mr. Mullenbach stated D.R. Horton is still committed Ramsey Town Center and hopes to turn
some dirt this fall.

Case #5:

Public Hearing - Request for an Interim Use Permit to Allow for a
Temporary Well House; Case of City of Ramsey Public Works Department

Chairperson Nixt closed the regular portion of the Planning Commission meeting at 9:07 p.m. in
order to call the public hearing to order.

Public Hearin2:

Chairperson Nixt called the public hearing to order at 9:07 p.m.

Presentation

Management Intern Gladhill stated the Ramsey Public Works Department Utilities Division has
submitted an application for an Interim Use Permit (IUP) to place a temporary well house on the
same parcel as Fire Station #1. A Well House is needed for chemical feed for Wells 7 & 8. A
larger water treatment plant is planned for the adjacent property, and all operations of this
proposed temporary well house can be incorporated into the new water treatment plant upon
construction of such facility. This temporary well house is proposed to be constructed of wood
frame construction as opposed to block walls. The change in building materials reflects a
significant cost savings due the temporary nature of this structure. Staff is working with Bolten
and Menk to determine if the size of the structure can be reduc;ed. Mr. Gladhill advised that the
proposed location of the temporary well house meets and/or exceeds the minimum required
setbacks for the Public/Quasi Public District. He indicated that the time frame for construction of
the proposed future water treatment plant is not known at this point. The maximum duration of
an Interim Use Permit is five (5) years from the date of approval, unless otherwise approved by
the. City Council. Mr. Gladhill advised staff recommends approval of this request for an Interim
Use Permit.

Citizen Input

There was none.

Motion by Chairperson Nixt, seconded by Commissioner Levine, to close the public hearing.

Planning Commission/ July 11, 2007
