standard concerns with developments proposing access onto a County Road. The concerns with <br />the proposed access include: the failure to meet access spacing guidelines, the inability to allow <br />for standard turn lane construction, and the deficiency regarding Intersection Sight Distance <br />Requirements. However, given the inability to access this property from any other location, the <br />County is willing to provide one, temporary access. This temporary access permit to CSAH 5 <br />would serve both the GADS Prairie development and the adjacent properties to the northwest, <br />provided that there would be a commitment from the City and the other affected property owners <br />to work together to create a City street system that would 'serve both these properties and <br />eliminate access to CSAH 5 at a future date. <br />The applicant is requesting City Council action before submitting a finalized grading plan. <br />Building elevations have been submitted, and exceed the City Code standards for architectural <br />detail. The only notable revision made was the mix of single level and 2 -story homes, versus all <br />single level homes. <br />Recommendation: <br />While it is preferable to develop these three properties simultaneously, the property owners have <br />not been successful at arriving at agreement on the market value and subsequently the price of <br />the land, despite appraisal reports and developers' input. <br />The site is challenged, with no alternative accesses except via the county road at this time. The <br />proposed development adds 7 additional homes on the existing single - family access and <br />increases the number of vehicles on CSAH 5. However, seeing no viable alternative for gaining <br />access to the site, the County has agreed to permit access onto the County Road with the <br />contingency that if others to the north develop, the properties will gain their access through the <br />GAD's Prairie development and all existing accesses will be removed. The applicant has <br />complied with City Council requirements to make a valid attempt to develop the properties as <br />one project and has revised the plat to accommodate a full cul -de -sac on his property. <br />Therefore, Staff is recommending approval of the final plat, contingent upon the City Staff <br />Review Letter dated May 18, 2007, and the Developer entering into a Development Agreement <br />that specifically requires the elimination of the County Road access at such a time that the <br />temporary cul -de -sac is extended to connect to 146 Avenue. <br />Funding Source: <br />The developer is responsible for all improvements associated with this plat. <br />—147— <br />
