7. That the City Staff Review Letter, dated May 24, 2006., revised June 23, 2006, stated that any <br />approvals should be contingent upon addressing the concerns of the Anoka County Highway <br />Department. <br />8. That the Final Plat of GAD's Prairie substantially conforms to the approved preliminary plat for <br />GAD's Prairie. <br />9. That the City received comments from the Anoka County Highway Department on May 7, 2007, <br />and identified the following concerns with the proposed access (as proposed by the preliminary and <br />final plat of CAD's Prairie) at Helium Street and CSAH 5: it fails to meet .access spacing guidelines; <br />does not allow for standard turn lane construction; and does not meet Intersection Sight Distance <br />Requirements. <br />10. That the Anoka County Highway Department also states that allowing additional full access points <br />will have a negative effect on the safety, integrity, and operational aspects of the roadway system; and <br />safety issues and crashes are a direct result from turning maneuvers on roadways. <br />11. That, despite these concerns, Anoka County is willing to provide a temporary access permit onto <br />CSAH 5 at Helium Street, until such a time that further development allows proposed Helium Street <br />to be connected to the local street system at 146' Avenue. <br />12. That, if access is eventually closed at Helium Street and CSAH 5, a nonconforming cul =de -sac will <br />result, resulting in the need for a variance from City Standards. <br />13.
