WHEREAS, the City and Township are herein setting forth the terms and conditions <br />agreed upon in this Joint Powers Agreement, in conformance with Minnesota Statutes 471.59 <br />(this "Agreement "); and <br />WHEREAS, the adoption of this Joint Powers Agreement has been authorized by the <br />City Council of the City of Ramsey and by the Township Board of Supervisors for Burns <br />Township. <br />NOW, THEREFORE, it is hereby agreed by and between the parties hereto as follows: <br />1. GENERAL PURPOSE. The purpose of this Agreement is to provide for the joint use by <br />the parties of the Ramsey fire stations located at 15050 Armstrong Boulevard and 15153 <br />Nowthen Boulevard and the apparatus and equipment housed at those stations from time to <br />time by Ramsey and the joint use by the parties of the Burns fire station located at 19888 <br />Nowthen Boulevard and the apparatus and equipment housed at that fire station from time to <br />time by Burns for the purpose of providing emergency fire and rescue service to those areas <br />of Ramsey and Burns set out in this Agreement, or which may be provided to other areas of <br />Ramsey or other municipalities through mutual aid. <br />2. JOINT POWERS BOARD. <br />A. A Joint Powers Board ( "Board ") is hereby created for the purposes of- <br />i. Reviewing and advising Burns and Ramsey on the coordination of emergency <br />fire and rescue operations between Burns and Ramsey. <br />ii. Planning, coordinating and advising Burns and Ramsey on equipment and <br />apparatus purchases as well as fire and rescue personnel staffing needs by <br />Burns and Ramsey. <br />iii. Reviewing the Ramsey and Burns fire budgets and advising Ramsey and <br />Burns on fire budget issues. <br />iv. Setting rates to be charged to Ramsey and Burns under this Agreement. <br />B. The Board shall have only those powers specifically provided for in this Agreement. <br />The Board may from time to time make recommendations to Ramsey and Burns on <br />emergency fire and rescue service issues and may propose amendments and <br />supplements to this contract but shall have no power to approve such amendments or <br />supplements. <br />C. The Board shall consist of two voting members of the Town Board and two voting <br />members of the City Council, appointed by their respective Town Board and City <br />Council. Such appointees shall serve on the Board only so long as they hold office on <br />their respective Town Board or City Council.
