Mr. Ulrich replied a Citizen's Tasks Force was formed to look at a community center in Mounds
View. The success was getting the committee together and plans were developed to bring it
forward. He stated the failure was that the plan was not fully adopted by the Council due to
financial constraints. He commented an incremental approach was approved.

7. Describe a time when it was particularly difficult for you to see a situation from
another person's point of view. How did this affect the project? Were you able to
come to see things from their perspective?

Mr. Ulrich replied the Mayor's opposition to the Medtronic project in Mounds View. He stated
he respected the Mayor's position and ability to stick with it. The project has been built.

8. Have you ever encountered a case of insubordination among a staff member? What
was the resolution?

Mr. Ulrich replied it was subtle. He explained that a staff member went to Council and lobbied
for their department rather than following the agreed upon process. He sat down, discussed the
process with the individual, and requested they follow it.

9. What questions/concerns do you have about accepting this position?

Mr. Ulrich replied his concerns are minimal. He wants to make sure a contract can be
negotiated. It is a new community with new experiences ahead. He believes he can manage
anything that comes before him.

Mr. Ulrich expressed his enthusiasm for the job.

City Council Work Session / July 23, 2007
Page 5 of7
