<br />Further discussion: Mayor Gamec stressed that he would like to see two units in the front <br />row of the homes being discussed on 151 st Lane. Councilmember Elvig stressed the need <br />to be careful with how this motion is stated, as the lots could all start to exit onto 151 st <br />Lane with direct driveways. Mayor Gamec stated his main concern is the area of 151 st <br />Lane, and that the homes be reduced to two in front and two behind. Mr. Litfm indicated <br />they are prepared to concede this. Councilmember Jeffrey stated Mr. and Mrs. Weiss <br />own the lot adjacent to this, and with the amended layout will have six to eight houses <br />abutting their propertY. This does not match the existing zoning or conditions. Mayor <br />Gamec noted there will also be a hill and buffer behind the houses and this will solve the <br />drainage in this area. Councilmember Strommen noted if the houses are reduced to two <br />in front but still have three behind, those three houses will still be seen through the two <br />and there will still be a closed-in effect. Councilmember Elvig concurred. He stressed <br />the need to be careful with the language of the motion. He noted by loosely requiring a <br />match with the R-l zoning they may not get what they are looking for, which is more <br />space upfront to create the appearance of larger lots. He suggested language requiring <br />the homes to be reduced to two in front and two behind, as opposed to meeting R-l <br />density requirements. <br /> <br />Motion on the amendment failed. Voting Yes: Councilmembers Cook, Olson, and <br />Pearson. Voting No: Mayor Gamec, Councilmembers Elvig, Jeffrey, and Strommen. <br /> <br />The motion on the floor was clarified as follows: <br /> <br />To adopt Resolution #06-09-311 approving the preliminary plat and preliminary site plan <br />for Skyline Pointe, contingent on compliance with the Staff Review Letter dated <br />September 22, 2006, and to include the following requirements in the preliminary plat <br />and site plan approval: <br /> <br />. Units offofl51st Lane reduced to 2/2/2/2 (from 12 to 8 units) <br />. Extra buffering for the major spine close to Nowthen Boulevard <br />. An escrow required for the sidewalk planned for the south side of 151 st Lane. <br />Staff should work further to determine the location for the sidewalk or trail, which <br />may be located behind the houses. <br />. Recommended plan to be brought to the Council showing the traffic impact of CR <br />5 between Sunwood and Alpine Drives. <br /> <br />Further discussion: Councilmember Elvig stated if they are not able to come to <br />resolution on the traffic impacts, this process could be submarined. Mayor Gamec <br />commented this will provide the opportunity to review the whole stretch of CR 5 that <br />Councilmember Strommen has referred to. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Elvig, and <br />Olson.
