training was conducted; the name, title and qualifications of the person who conducted
the training; the names and job titles of employees who completed the training; and a
brief summary or outline of the information that was included in the training session.

*********************************************************************

RIGHT TO KNOW

The Employee Right-to-Know Act was passed by the Minnesota Legislature in 1983.
To comply with the Employee Right-to-Know (RTK) standard, employers must identify
the hazardous substances, harmful physical agents and infectious agents that are present
in the workplace and provide information and training to employees who are "routinely
exposed" to those substances or agents. A written ERTK program is required.

The City of Ramsey Employee Right-to-Know program includes:

· an inventory of hazardous substances and/or agents that exist in the workplace;
· identification of employees who are routinely exposed to those substances or
agents;
· a system for obtaining and maintaining written information on the substances and
agents employees may be exposed to in the workplace;
· methods for making ER TK information readily accessible to employees in their
work areas;
· a plan for providing initial, pre-assignment and annual training of employees; and
· implementation and maintenance of a labeling system or other warning methods.

************************************************************************

CONFINED SPACE ENTRY
29 CFR 1910.146

Confined spaces are enclosed spaces that are large enough for workers to enter and
perform work assignments, but have limited openings to enter and exit and are not
designed for continuous employee occupancy.

A "Non-Permit Confined Space" is a space that does not contain-or have the potential to
contain-any hazard capable of causing death or serious physical harm. A space is
considered a "Permit-Required Confined Space" when it contains or has the potential to
contain a hazardous atmosphere; contains an engulfing potential; contains a hazardous
internal configuration; contains other recognized safety or health hazards.

All employees required to enter a confined space or who may come in contact with one
need Confined Space training. This includes:
· Public works and building maintenance need operations training.
· Fire department personnel need rescue and recovery training.
· Police department personnel need awareness level training.

2

-73-
