Engulfment or entrapment <br /> <br />...................................................................... <br /> <br />LOCK OUT/ TAG OUT (Energy Control Program) <br /> <br />1910.147(c) (1) - The City is required to establish a program consisting of energy control <br />procedures, employee training, and periodic inspections to ensure that a machine or <br />equipment is isolated from the energy source and rendered inoperative before any <br />employee performs any maintenance. This applies when the unexpected energizing, start <br />up or release of stored energy could occur and cause injury, <br /> <br />The City of Ramsey's Lock Out-Tag Out program meets the following standards as <br />required by federal law: <br /> <br />A. A specific statement of the intended use of the program <br />B. Specific steps for shutting down, isolating, blocking and securing machines or <br />equipment to control the release of hazardous energy. <br />C. Specific steps for the placement, removal and transfer of lockout devices or tag <br />out devices and the responsibility for them. <br />D. Specific requirements for testing a machine or equipment to determine and verify <br />the effectiveness of lockout devices, tag out devices and other energy controls. <br /> <br />The program also includes periodic inspection of the lockout process to ensure the . <br />procedure is being followed. <br /> <br />Training includes basic requirements such as: <br /> <br />How to perform a shutdown <br />How to isolate equipment <br />How to apply and remove lockout devices <br />How to safely release stored energy to insure a zero energy state exists <br /> <br />Employees who need to be trained include: the person performing the repair or <br />maintenance; the person that operates the machine and; the employees who work near the <br />affected machine. <br />******************************************************************** <br /> <br />3 <br /> <br />-74- <br /> <br />
