Relative to this
goal, OSHA has enacted the Blood Borne Pathogens Standard and along with this comes
Personnel Protective equipment standards. The purpose of the these Blood Borne
Pathogen Standards is to "reduce occupational exposure to Hepatitis B Virus (HBV),
Human Immunodeficiency Virus (HIV) and other blood borne pathogens" that employees
may encounter in their workplace.

The City of Ramsey believes that there are a number of "good general principles" that
should be followed when working with blood borne pathogens. These include the
following:

A. It is prudent to minimize all exposure to blood borne pathogens.
B. Risk of exposure to blood borne pathogens should never be
underestimated.
C. Our city should institute as many work practices and engineering
controls as possible to eliminate or minimize employee exposure to
blood borne pathogens.

The City of Ramsey's Exposure Control plan does the following:

A. Protects employees from the health hazards associated with blood
borne pathogens.
B. Requires the review of job descriptions to determine training needs
and then facilitates appropriate training, both internally and externally.
C. Provides guidelines for administering appropriate treatment and
counseling if an employee is significantly exposed to blood borne
pathogens.

**********************************************************************

PERSONAL PROTECTIVE EQUIPMENT POLICY

Purpose: To assure employees in selected areas are issued or have available appropriate
personal protective equipment to perform assigned job functions in as safe a manner as
possible.

4

-75-
