FC CASE <br /> <br />CONSIDER AMENDING PROPOSED TOWERS ORDINANCE <br /> By: Kirk Skoog, Community Development Intern <br /> <br />Background: <br /> <br />On May 13, 1997, the City Council tabled adoption of the proposed towers ordinance and <br />instructed Staff to place the case on the Finance Committee agenda for May 27, 1997, to discuss <br />possible revenue. <br /> <br />Observations: <br /> <br />Several possible changes to the proposed ordinance have been mentioned. The City of Ham <br />Lake has a towers ordinance that requires all towers to be located on property owned by the City, <br />or land for which the City holds an easement for road or utility purposes. If Ham Lake has <br />difficulty in obtaining a site, the City states that it may, in its discretion, use the power of <br />eminent domain to acquire the site for a proposed tower. <br /> <br />Another possibility mentioned is to create an incentive for wireless communication providers <br />(WCP's) to locate towers on City owned land. This could be accomplished by requiring a <br />conditional use permit on private property, but not on City owned property. Also, a fee could be <br />established to provide a towers license to WCP's for constructing on private property. The <br />purpose of this license could be to compensate the City for purposes of regulations, inspections, <br />etc. <br /> <br />Recommendation: <br /> <br />Staff recommends discussing these and other options and forward case to the City Council for <br />action. <br /> <br />Committee Action: <br /> <br />Committee action will be based on your discussion. <br /> <br />Reviewed By: <br />City Administrator <br />Finance Director <br />Zoning Administrator <br /> <br />FC: 05/27/97 <br /> <br /> <br />
