Commercial Speech- Speech advertising a business, commodity, service, or entertainment. Changeable Copy Sign, Manual- A sign, or portion thereof with characters, letters, or illustrations that can be changed manually, or rearranged manually without altering the face or surface ofthe sign. Changeable Copy Sign, Automatic- A sign, or portion thereof with characters, letters, or illustrations, digital or other, that can be programmed to change more than once daily, including, but not limited to, LED, electronic, or digital copy signs that are not defined as flashing or scrolling. This includes a display that incorporates a technology or method allowing the sign face to change the image without having to physically or mechanically replace the sign face or its components. This also includes any display that incorporates rotating panels, LED lights manipulated through digital input, "digital ink" or any other method or technology that allows the sign face to present a series of images or displays. External Illumination - Illumination of a sign which is affected by an artificial source of light which is not contained within the sign itself. District - A specific zoning district as defmed in the zoning ordinance. Flashing Signs or Lights - A sign or lighting on a sign, which contains an intermittent or sequential flashing light source, resembles a blinking or strobing light, or flashes a message rapidly or in a repetitive motion. Signs with a scrolling or a flashing message that change once per six seconds or more are considered flashing signs per this Section. Ground or Monument Sign - A sign supported by structures or supports or upon the ground and not attached or dependent for support from any building. . Illuminated Sign - Any sign which is illuminated by an artificial light source. Marquee Sign-A sign affixed to a permanent roof-like structure of rigid materials supported by and extending from the facade of a building. Motion Sign - Any sign which revolves, rotates or has any moving parts. Non-Commercial Speech- dissemination of messages not classified as Commercial Speech which include, but are not limited to, messages concerning political, religious, social, ideological, public service, and informational topics or public events. Non-conforming Sign (Illegal) - A sign which unlawfully existed prior to the adoption of this Ordinance. Non-conforming Sign (Legal) - A sign which lawfully existed prior to the adoption of this Section, but does not conform to the newly enacted requirements of this Ordinance 71
