<br />Subd.5. <br /> <br />Maintenance <br /> <br />a. The surface and structure of all signs must be kept refinished as necessary to <br />prevent the sign surface from becoming unkempt in appearance. The <br />Zoning Administrator shall use the following guidelines to determine if the <br />sign is unkempt: evidence of rust, peeling paint, structural damage, message <br />damage, and/or weathering. <br /> <br />b. When any sign for which a permit is required is removed, the Zoning <br />Administrator shall be notified and the entire sign and its components shall <br />be removed. <br /> <br />c. The permit owner shall be responsible for all of the requirements of this <br />Section, including the liability for expense of removal and maintenance <br />incurred by the City. <br /> <br />Subd. 6. <br />ill all zoning districts: <br /> <br />Unauthorized Signs. The following signs are unauthorized signs <br /> <br />a. Any sign, marking, or device which purports to be an imitation of or <br />resembles any official traffic control device or railroad sign or signal, or <br />emergency vehicle signal, or which attempts to direct the movement of <br />traffic or which hides from view or interferes with the effectiveness of any <br />official traffic-control devices or any railroad sign or signal. <br />b. Commercial speech, permanent, off-premise signs <br />c. Signs painted, attached, or in any other manner affixed to trees, rocks, or <br />similar public structures. <br />d. Signs in the public right-of-way, unless otherwise specified in this Section. <br />e. Signs on parked vehicles or public utility poles <br />f.Permanent signs on fences <br />g. Projecting signs <br />h. Portable signs, except in accordance with temporary sign regulations. <br />1. Roof Signs <br />J. Flashing signs or lights on signs, including scrolling signs <br />k. Motion Signs <br /> <br />a. Residentially Zoned Districts (R-l, R-2, R-3, residential portions of <br />MU-PUD). <br /> <br />Subdivision 1. Prohibited Signs in Residential District: The following <br />signs are specifically not permitted within residentially zoned areas: illuminated and/or backlit <br />signs, motion or moving signs, roof signs, flashing or scrolling signs, and automatic, changeable <br />copy signs. <br /> <br />74 <br />
