<br />their supporting structures shall not interfere with natural or artificial drainage or surface or <br />underground water. <br /> <br />Subd. 5. All signs, except those attached flat against the wall of a building shall <br />be constructed to withstand minimum wind loads as follows: <br /> <br />a. Solid Signs. Thirty (30) pounds per square foot per face of the sign. <br /> <br />b. Open Signs. Thirty-six (36) pounds per square foot of the total face area of <br />the letters and other sign surfaces, or ten (10) pounds per square foot of the <br />gross surface area of the sign, whichever is greater. <br /> <br />9.12.10 <br /> <br />N on-conforming Signs <br /> <br />Subdivision 1. Any permanent type sign lawfully existing prior to the adoption <br />of this Section that does not meet the standards of this Section shall be considered legal non- <br />conforming and shall be allowed to continue in use. Should such sign or sign structure be <br />destroyed by any means to an extent greater than 50 percent of its replacement cost and no <br />building permit has been applied for within 180 days of when the property was damaged, it shall <br />not be reconstructed except in conformity with the provisions of this ordinance. <br /> <br />9.12.11 <br /> <br />Permits Required <br /> <br />Subdivision 1. All signs, except those described in g9.12.13 (Exemptions) shall <br />require permits and payment of fees unless otherwise provided for. No permit is required for the <br />maintenance of a sign or for a change of copy on printed, or changeable copy signs. Permits are <br />required for all existing, new, relocated, modified or redesigned signs that are not exempted <br />under g9.12.16. <br /> <br />9.12.12 Permit Fees. The permit fee for permanent and temporary signs shall be as <br />provided by City Council resolution. <br /> <br />9.12.13 <br /> <br />Exemptions <br /> <br />Subdivision 1. The exemptions permitted by this Section shall apply only to the <br />requirement of a permit and fee and shall n~t be construed as relieving the installer of the sign, or <br />the owner of the property upon which the sign is located, from conforming to the other <br />provisions of this Ordinance. The following signs are exempt from a permit and associated fee: <br /> <br />a. A window sign not exceeding thirty percent (30%) of the window area. <br /> <br />b. Interior signs which are fully located within the interior of any building or <br />stadium, or within an enclosed lobby or court of any building, or in the <br />lobby or entrance of any theater which are intended solely for information <br />relating to the interior operation of the building in which they are located. <br /> <br />84 <br />
