A smJiller cul-de-sac. may be allowed, depending on <br />. . <br />anticipated traffic volume, planned function of the street, and character of abutting land use. Th~ Board <br />of Adjustment gnmted a variance to allow a smaller cul-de-sac pavement and right-{)f-way on September <br />6, 2007. <br /> <br />Since direct access to the pnblic roadway will be eliminated by dedication to Anoka County over Lots 2 <br />and 3, it will be necessary to record an access easement between the four lots in this subdivision. <br /> <br />. Utilities: The utility plan is being r~vi~wed as part of th~ site plan submittal for eN? Storage. The <br />watermain through th~ site will be an. ~ight inch ductile iron watermain conn~cting between existing <br />wat=ain on Bunker Lake Boul~vard and 148" Avenu~ in the Regency Pond subdivision. The City is <br />requesting a drainage and utility easement over this watermaiu. This eas~ment must be a minimum of 20 <br />feet in width. The sanitary sewer servic~s only this dev~lopmeut and is proposed to be as shallow as 4.3 <br />feet in some.locations. The City's =dard requires 7.5 feet of cover over sanitary sewer without <br />insulation. Staff is recommending thai this sanitary sewer be insulated and remain a private utility. <br /> <br />Drainage and Grading: The 6.2-acre parcel is currently vacant except for a single family residence and <br />several 011t buildings. At the present time the northeastern third of the property drains to the pond system <br />located in we Regency Ponds 2m! Addition; the southern fuird of the property drains to a land-locked low <br />area on We Connexus property on the south side of CR \16; and We eastem fuird drains into the storm <br />water system installed in CR 56. The proposed plan will expand the Regency Ponds detention pond and <br />transmit 98% of the site drainage to this ponding system. <br /> <br />A grarling and drainage plan bas been prepared by RLK !nc and bas been reviewed. Staff offers the <br />follo-wing comments: <br />. Grading will be required on two of the adjacent lots in the Regency Pond neighborhood. <br />Although Were are drainage and utility easements on these areas, contact should be made with <br />these property oWI).ers prior to construction. <br />. The number of outfalls into the detention pond should by minimized by interconnecting storm <br />pipe on the east side of the development. <br />. An emergency overflow elevation and location should be added to the plan <br />. The plan will need to be reviewed and permitted by the Lower Rum River Wa1er Management <br />Organization. <br />. The adequacy of drainage and utility easements will be reviewed during review of the revised <br />site plan submittal for eNP Storage <br />Additional comments on the drainage and grading plans will be made based. on the revised site plan <br />submittal for eNP Storage. <br /> <br />-295- <br />
