<br />MnlDOT Agreement No. 91083 <br />Anoka County Project Number SP 199-010-09 <br />Exhibit A, Scope of Work and Deliverables <br /> <br />Federal laws, rules and regulations. <br />Management and administration for the project will include communications with MnlDOT, <br />Anoka County, the City of Ramsey and other required groups/agencies necessary to complete the <br />EA and layouts for the project. The consultant will be required to coordinate EA and layout <br />review with all agencies and municipalities involved. The Systematic Development of Informed <br />Consent (SDIC) metho~, or IAP2 method, or oth~r method of pubic involv~ment approved by the <br />parties to this agreement will be agreed upon and followed from the beginning of the project <br />work. <br />The consultant will be required to prepare for and participate in at least two Public Information <br />Meetings. The consultant will respond to project, specific questions and/or issues from meeting <br />attendees. Mn/DOT functional group staff, Anoka County staff and the City of Ramsey staff will <br />also be. available at the meetings. . The consultant will prepare and provide handouts describing <br />the project. The consultant will display colored layouts along with the proposed typical sections. <br />One layout for TH 10 will be prepared as an overlay on colored aerial photos; these will be <br />available for both Public. Information Meetings. The consultant will be required to prepare <br />written responses to the public's written cO)llIIlents received at each Public Information Meetings <br />and include these comments/responses in the EA Update. <br />The consultant will also participate in city council work sessions and city council meetings as <br />necessary. Monthly design status meetings with Mn/DOT, Anoka County and the City of Ramsey <br />will be required as well as monthly updates to the project progress schedule. Other meetings with <br />involve agencies, businesses and the public will be scheduled as necessary in the best interests of <br />the agreed upon public involvement strategy and provide exhibits for any and all meetings that <br />require exhibits. <br />The consultant will keep a record and orderly files of all correspondence with all agencies, <br />municipalities and the public involved in the project. This information will be made available to <br />the Project Management Team upon request. Minutes from all meetings will be taken by the <br />consultant and provided to the Project Management Team members shortly after the meetings. <br />Also included will be billmg preparation, invoicing, progress reports and other non-technical <br />work. <br /> <br />6. Project Schedule and' Deliverables <br />The project work will commence in July 2007, immediately upon selection of the consultant team, <br />with completion by January 2009. The consultant will prepare a project schedule based on these <br />start and completion dates (utilizing Microsoft Project or other project management software agreed <br />to by the Project Management Team) and will provide a monthly update of the schedule with the <br />Project Management Team to ensure the schedule is maintained. <br />The consultant is to develop a work plan/schedule with, but not limited to, the following: <br />6.1 Monthly Project Management Team Meetings with MnlDOT (including functional groups as <br />necessary), Anoka County, City of Ramsey staff and staff from other agencies as appropriate. <br />6.2 DNR questionnaire Form <br />6.3 Traffic Projections (2010, 2030) <br />6.4 LOS Analysis (2010, 2030) , <br />6.5 Background Daytime and Nighttime Noise Levels on TH 10 <br />6.6 Preliminary Layout and Profile Review <br />6.7 City Council Work Sessions (consultant to provide number assumed and timing) <br />6.8 Agency, Business and Public Comment and Coordination Meetings (number assumed and <br /> <br />-392- <br /> <br />Page 5 of7 <br />
