Mississippi River Overlay District: The property is located in the Mississippi River <br />Overlay District. The City is in the process of updating the regulations in accordance <br />with State rules. Staff has used the draft code to review the proposed subdivision. All <br />developments projects in this District that include platting the property are required to <br />submit a Site Development Plan. However, all multi- family developments are subject to <br />the City's general Site Plan requirement and that Site Plan will satisfy the Site <br />Development Plan requirement in the Overlay District. The District requirements state <br />that the project shall be developed as a Planned Unit Development, shall preserve 50% of <br />the land as open space, and restrict impervious (rooftop and pavement) to 25% of the lot <br />area (or up to 35% with a Conditional Use Permit). It is also noted that the maximum <br />structure height in the Overlay District is 35 feet. This parcel is over 800 feet from the <br />Mississippi River. <br />4. Lot Size and Dimensions: The proposed twinhome lots are all 40 feet in width with the . <br />exception of Lot 6, which is 44 feet wide. The R -2 Residential District requires 50 -foot <br />lots for twinhomes. A reduced lot width may be permitted as part of the PUD, if approved <br />by the City Council. All proposed lots exceed the minimum lot size for twinhomes of <br />7,000 square feet. <br />5. Density: The subject property is approximately 1.1 acres in size. The Medium Density <br />Residential designation allows for 3 -7 units per acre. The sketch plan proposes 6 units <br />which equates to a density of 5.5 units per acre. This density is acceptable if the <br />comprehensive plan amendment and rezoning requests are granted. <br />6. Setbacks: The R -2 District requires a front yard, side yard, and rear yard setback of 30 <br />feet, 10 feet, and 30 feet respectively. All the proposed'units exceed these requirements. <br />In past reviews of the proposal, the City Council directed you to stagger the buildings in <br />terms of setback from the street. The revised site plan shows the buildings staggered, with <br />the overall building setback roughly doubled from the previous plan. <br />7. Open Space/Impervious Surface Requirements: The draft Mississippi River . Overlay <br />District regulations require a minimum of 50% open space and a maximum of 25% <br />impervious surface. The current zoning rules allow up to 30% impervious surface. The <br />revised site plan shows 35% impervious surface and 65% green space. <br />In past meetings, the City Council indicated some willingness to allow a higher <br />impervious coverage, to allow the buildings to be staggered and to incorporate more <br />green space. This deviation is permissible through the PUD, if approved by the City <br />Council. <br />8.
