Minimum Floor Area: The R -2 District requires twinhome units to be at least.912 square <br />feet in size. <br />10. Building Height: City Code restrict building height to 35 feet for twinhome buildings <br />within the R -2 district. The proposed structures are 2 stories and meet this requirement. <br />11. Streets: All six units will have direct access to Ebony Street, a dedicated and improved <br />public street. Ebony Street is not a collector street for which driveway accesses are <br />restricted or limited. City Staff finds this access plan acceptable plan acceptable. Street <br />and sidewalk impacts caused by the development will need to be restored by the <br />Developer. <br />12. Grading and Drainage: A drainage and grading plan last revised on September 24, 2007 <br />has been prepared for this development by Brad C Wilkening PE. This plan proposes that <br />runoff from the development will be drained to two rain gardens each approximately 750 <br />square feet, in area which are located between the twin units in the front of the properties. <br />Precipitation events too large to be stored in the rain gardens would overflow into Ebony <br />Street which in turn drains to the Mississippi River. The Mississippi River Overlay <br />District regulations state that it must be shown that the proposed development will not <br />increase the runoff rate or decrease the natural rate of absorption of storm water. The <br />Department of Natural Resources has commented that the additional runoff from this . site <br />should . receive treatment before flowing to the Mississippi River. Both of rain gardens <br />and a water quality treatment manhole which is located at the intersection of Ebony and <br />137 Avenue will provide treatment to the storm water prior to discharge into the <br />Mississippi River. The drainage plan and the volume of water retained will be reviewed <br />by the Lower Rum River Water Management Organization Staff recommends a <br />provision be incorporated into the design to protect the sidewalk from the overflow from <br />the rain gardens. All grades must have a minimum slope of 1 %. Certificates of grading <br />will be required prior to the issuance of a certificate of occupancy since the lots proposed <br />have overland grades flatter than 2 %. A permit for this development will be required from <br />the Lower Rum River Water Management Organization. A final grading and drainage <br />plan needs to be submitted as part of the final plat submittal. <br />13. Traffic Generation Analysis: It is anticipated that this development will add <br />approximately 60 trips per day to the existing traffic on Ebony Street which will <br />subsequently utilize Riverdale Drive to obtain access to the regional road system. An <br />analysis of the adequacy of the regional road system was conducted in Spring of 2004 in <br />conjunction with the Rivenwick Village subdivision which consisted. of 195 townhouse <br />units. This analysis surveyed the conditions at four intersections which included: TH 10 / <br />Ramsey Boulevard; Th10 / Feldspar St; TH 10 / Sunfish Lake Boulevard; Riverdale Dr / <br />
