Preliminary Plat and Site Plan Review: Ebony Woods <br />August 31, 2006 <br />Revised: September 22, 2006; December 20, 2006; April 5, 2007; October 4, 2007 <br />Page5of <br />Feldspar St. This study showed that all of the above key intersections operated at an <br />acceptable level of service with the exception of the TH10 / Sunfish Lake Boulevard <br />which operates at a LOS E during the pm peak hour due to the high level of through <br />traffic on Highway 10. It is important to note that this unacceptable level of service is not <br />associated with the traffic being generated on Riverdale Drive, but is attributable to the <br />traffic on Highway 10. The City is working with MnDOT to improve the capacity of TH <br />10. The improvement to the Sunfish Lake intersection is currently scheduled for 2008. <br />14. Utilities and Water Usage: This development will be served by municipal water and <br />sanitary sewer. These services were installed in Ebony Street in 2005 and two services <br />were stubbed out at the direction of the property . owner who had anticipated two <br />multifamily buildings being developed on the site. A utility plan last revised September <br />24, 2007 has been submitted illustrating how the six twin home units proposed would be <br />served by the utility stubs provided. The connection proposed in this plan for the sanitary <br />sewer and water services in this plan is generally acceptable. The developer will need to <br />pay sewer and water trunk charges on five units (a single trunk charge was assessed at the <br />time the sewer and watermain was installed for the existing lot of record). In addition the <br />developer shall be responsible for the costs associated with modifying the building <br />services including restoration within the right of way of Ebony Street. <br />15. Sewer and Water Trunk Fees: As discussed in #12, sewer and water trunk charges are due <br />on 5 of the 6 units. The rate in effect at the time of final plat approval will be charged; <br />payment will be required before the plat is released for recording. <br />16. Park Dedication: The proposed plat will be forwarded to the Park Commission for a <br />recommendation on park dedication. ; The City has the option for cash, land, or a <br />combination of the two. Payment will be required before the plat is released for recording. <br />17. Trail Development Fees: The trail development fee in effect at the time of final plat <br />approval will be charged; payment will be required before the plat is released for <br />recording. <br />18. Stormwater Management Fee: The stormwater management fee in effect at the time of <br />final plat approval will be charged; payment will be required before the plat is released <br />for recording. <br />19. Sidewalks: City Code requires the installation of sidewalks along one side of all non cul- <br />de -sac public streets. A sidewalk is currently in place along the east side of Ebony Street. <br />This sidewalk will need to be protected or restored following the construction activity. <br />20. Landscaping Plan: In April of this year, City Council indicated their desire for additional <br />landscaping in front and between the buildings to enhance the overall appearance of this <br />project and to break up the "wall" of buildings.
