Absent: None. <br /> <br />Commissioner Jensen requested that the reference to radio frequency engineer be a licensed <br />engineer in the same way that a structural engineer must be licensed. <br /> <br />Chairperson Bawden explained that there are few licensed radio frequency engineers, and there is <br />no link between a licensed and qualified radio frequency engineer. <br /> <br />It was the consensus of the Commission to retain the language as presented in Section <br />9.15.05(a)(1). <br /> <br />Mr. Alexander requested that specific conditions be stated in Section 9.15.05(a)(4). <br /> <br />It was the consensus of the Commission to add No. (5) to Section 9.15.05(a) to state that if the <br />existing tower is not suited to have a second user and rebuilding the structure may be more <br />expensive than building a home tower, then a new tower would be allowed. <br /> <br />Mr. Alexander stated that Section 9.15.07 (b) requires new towers to be of a monopole design, <br />unless one of three conditions exist. He requested that radio frequency (RF) be removed as a <br />condition because the Telecommunications Act of 1996 prohibits local governments from <br />regulating radio frequencies. <br /> <br />Motion by Commissioner Deemer, seconded by Commissioner Terry to remove "radio frequency <br />(RF)" from Section 9.15.07(b). <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Holland, <br />Jensen, LaDue, and Thorud. Voting no: None. Absent: None. <br /> <br />Section 9.14.07 (c): Mr. Alexander noted that towers are not built with guy wires. The <br />requirement that if a tower were to fall over it must collapse within the setback area limits the <br />ability to set towers in different areas. Monopoles are designed with a weak point, so that if the <br />tower is stressed, it will break and fall straight down and collapse rather than falling over. Most <br />likely the other half will continue standing. <br /> <br />Commissioner Jensen asked what warranty exists to say how a tower will collapse. <br /> <br />Mr. Alexander answered that the manufacturer of the tower provides the structural information. <br /> <br />Motion by Commissioner Holland, seconded by Commissioner Jensen to add the words, "unless <br />ofmonopole design," to Section 9.15.07 (c). <br /> <br />Motion carded.
