Section 9.15.09 (a): Mr. Alexander stated that the ideal height for a tower is 165 feet. Requested
that the stipulated 75 feet in commercial districts be changed to 165 feet.

Planning Intern Skoog stated that the reason for the difference is to encourage location in
industrial areas, rather than residential districts.

Motion by Commissioner Holland, seconded by Commissioner Jensen to change Section 9.15.09
(a) to state that the tower height limit in a commercial district is 165 feet.

Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, Jensen,
Deemer, LaDue, Terry and Thorud.

Section 9.15.12: Mr. Alexander stated that the further away ground equipment is from the
antenna, the transmission effectiveness is decreased. He requested that the accessory utility box
for the antenna be located at the base of the antenna within the setback area.

Zoning Administrator Frolik stated that the ordinance must address various situations of different
providers.

Commissioner Deemer stated that the most the distance would be is 40 feet.

Motion by Commissioner Holland, seconded by Commissioner Jensen to leave Section 9.15.12 as
written.

Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, Jensen,
Deemer, LaDue, Terry and Thorud.

Section 9.15.13 (b): Mr. Alexander requested that the time limit to remove unused portions of
towers be eliminated or at least changed from six months to 12 months to allow the company
more time.

Motion by Commissioner Holland, seconded by Commissioner Jensen to change the time limit in
Section 9.15.13 (b) for the removal of unused portions of towers to 12 months.

Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, Jensen,
Deemer, LaDue, Terry and Thorud.

Section 9.15.14: Mr. Alexander requested the addition of a second provision under this section
that would allow replacement of existing light standards to accommodate antennas through a
building permit and administrative review because there would be a limited impact. This would
also encourage companies to use light standards instead of building separate towers.

Motion by Commissioner Holland, seconded by Commissioner Jensen to add a paragraph (b) to
Section 9.15.14 that would allow replacement of existing light standards to accommodate
antennas through a building permit and administrative review, as there would be a limited impact.

Planning Commission/February 4, 1997
