Acting Chair Deemer expressed concem about lighting because electrical contractors do not deal with <br />the City Building Inspector because the lighting is reviewed by the state, and lighting plans are not <br />reviewed by City staff. <br /> <br />City Engineer Jankowski agreed that a mechanism is needed for City review of lighting plans. It is <br />difficult to determine what the specifications should be, but the code does require that any light <br />source visible to the eye outside the property line is not permitted. That is a tough standard to meet. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Holland to recommend approval <br />of the site plan for Precision Woods Products as submitted subject to compliance with the terms <br />stipulated in the City Engineer's letter of April 30, 1997, with a modification to the paragraph on <br />lighting fixtures to reflect that the proposed lighting be submitted to the City Engineer for approval <br />prior to installation. <br /> <br />Motion carried. Voting Yes: Acting Chairperson Deemer, Commissioners LaDue, Holland, Jensen <br />and Terry. Voting No: None. Absent: Chairperson Bawden and Commissioner Thorud. <br /> <br />Case #5 <br /> <br />Request for Site Plan approval of Amcon West; Case of Amcon Corporation <br /> <br />City Engineer Jankowski stated that the site plan review request is for a 48,390 square foot multi- <br />tenant office, manufacturing and warehouse structure in Business Park 95 4th Addition. Setback and <br />lot coverage requirements are in compliance with City code. The building will be precast concrete. <br />Two accesses are proposed off McKinley Street. The one closest to Sunfish Boulevard may be a <br />problem particularly if semi-trucks will be exiting onto Sunfish Boulevard. There will be <br />approximately 100 feet from County Road 57 to the center of the driveway. Trailer units can be as <br />long as 60 feet. It is suggested that this access be located further east which would preserve the trees <br />in the southwest corner of the site that provide a good screen for the loading docks. Staff is also <br />recommending a small retention pond. Direct runoff can flow to McKinley Street, but future <br />expansion would be drained to the holding pond. No grading or drainage plans were submitted, and <br />are addressed in the staff review letter. <br /> <br />Acting Chairperson Deemer stated that he would prefer not to see a circular driveway to save the <br />trees. He would like to see the access align with the driveway across the street. <br /> <br />Commissioner Jensen asked where outside storage would be located. <br /> <br />City Engineer Jankowski responded that there is not room on the property for outside storage. It is <br />his understanding that outside storage is not proposed. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Jensen to recommend approval of <br />the site plan of Amcon West as submitted, subject to the City Engineer's review letter of April 30, <br />1997, and with the provision that the applicant will preserve as many trees on Sunfish Lake Boulevard <br />as possible; that the access in the northwest comer be eliminated and moved further east; and that any <br />lighting fixtures be reviewed by the City Engineer before installation on the exterior of the building. <br /> <br />Planning Commission/May 6, 1997 <br /> Page 6 of 11 <br /> <br /> <br />
