Case//5: <br /> <br />Request for A Conditional Use Permit To Grade and Export Soils; Case of Good <br />Value Homes <br /> <br />City Engineer Jankowski reported the City received an application from Good Values Homes, Inc. <br />to grade and export soils from the proposed plat of Apple Ridge. Council granted preliminary plat <br />approval of Apple Ridge on June 24, 1997. <br /> <br />Commissioner Jensen asked where the haul out road would be located. <br /> <br />Mr. John Peterson, Good Value Homes, Inc., stated he is proposing to use the most southerly east- <br />west street of the plat to move material from the west end of the site to the east to T.H.#47. <br /> <br />Commissioner Jensen questioned the completion date of the proposal and asked if it would be <br />constructed in phases. <br /> <br />Mr. Peterson stated that sand is a commodity for which the demand changes. He believes it will all <br />be removed by the end of 1998 but he would like the excess time in the event that it is not. Removal <br />of the material in this manner serves two purposes. It results in a general improvement to the site and <br />helps to defer some of the excavation costs. <br /> <br />The Planning Commission proceeded to review the Findings of Fact. <br /> <br />Chairperson Bawden questioned #3. <br /> <br />Zoning Administrator Frolik explained the grading plan was revised after March 11, 1997 and the <br />date of revision needs to be entered on the plan. <br /> <br />Chairperson Bawden questioned #6. <br /> <br />City Engineer Jankowski stated the haul route was left blank due to the fact that there were no plans <br />stating where the haul road would be located. The intention was that this would be placed into public <br />record during the Public Hearing. <br /> <br />Mr. Peterson stated he had no intention of moving any material off the site from the west. All <br />material will be removed from the site via T.H.#47. <br /> <br />Motion by Commissioner Deemer, seconded by Commissioner Thorud, to insert "T.H.#47" as the <br />haul route in #6. <br /> <br />Motion carried. Voting yes: Chairperson Bawden; Commissioners Deemer, Thorud, Holland, <br />Jensen, LaDue and Terry. Voting no: None.
