3) Update On Potential Projects South of City Hall <br />The Public ~ori{s Committee recommended that the City Council schedule a public hearing for <br />the propose~l ir~provements, send out a copy of the updated feasibility studies for the three <br />projects to tl~e r~spective residents, and initiate negotiations with the appropriate homeowners to <br />acquire the ~ase~ents necessary to complete the projects. <br /> <br />Councilmerriber iZimmerman stated that some of the landowners in Pondvale Estates have been <br />opposed to ~e improvements in the past, but if they come forward in favor of the project he <br />could vote fdr it.i <br /> <br />Dan Murphg, 150th Lane, Pondvale Estates, Ramsey, stated that he has talked to his neighbors <br />regarding th~ project and he believes that there is a majority of the property owners in favor of <br />the project, if tl~e project is approved, he will immediately sell his two additional lots and so will <br />his neighbor. <br /> <br />CouncilmemCer Elvig stated that he voted in favor of holding a public hearing, but he was not in <br />favor of stu~ngi sewer and water into an area where they don't want it. That being said, if the <br />residents corhe forward and want the improvement, he would like to be able to provide it to <br />them. <br /> <br />Mayor Gam~ stated that the way the City Charter is written is that any property owner opposed <br />to the projec~wOuld not be required to hook-up to City services or pay for the services until the <br />time they do ~hook-up to City services. <br /> <br />Principal Cit~ Eggineer Olson explained that this would be a pilot project and they would not <br />authorize and. the~ project until the City hits a break even point. <br /> <br />Councilmemper Kurak,, inquired if they were looking at all three projects together or would they <br />be separate. <br /> <br />Principal CitY; Engineer Olson replied that each project has a separate feasibility study and can be <br />acted on sep~ate!y. <br /> <br />Councilmember Elvig stated that he wants to make sure that the residents are provided a copy of <br />the study priOr to Ithe public hearing. <br /> <br />Principal Cit.~ Engineer Olson noted that staff would be sending out a copy of the feasibility <br />study with th~ public hearing notice. <br />Mr. Murphy !tated that last time the issue was addressed, the people were afraid that later on the <br />Council woul~l change their mind and require them to hook up so there was some talk on adding <br />language to p~ovide some security to the residents. <br /> <br />Principal City <br />on Sale" Clar <br /> <br />Engineer Olson replied that there has been some discussion on repealing the "Due <br />se. <br /> <br />City Council/June 10, 2003 <br /> Page 18 of 22 <br /> <br /> <br />
