Application for a <br />Premise Permit for Lawful Gambling at Diamond's Sports Bar and Grill in <br />Ramsey <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Olson, Look, Dehen, Elvig, <br />Jeffrey, andStrommen. Voting No: None. <br /> <br />Case #16: <br /> <br />Report from Public Works Committee <br /> <br />1) <br /> <br />Discuss 167th Avenue Alignment and Schedule <br /> <br />Councilmember Elvig stated that there were about 75 people in attendance at the Public Works <br />Committee meeting on September 18, 2007. <br /> <br />City Engineer Jankowski stated that many people were interested in this project and the Public <br />Works Committee encouraged them to get involved in the comprehensive plan process. He <br />noted that the plan was for the alignment to be completed in 3 segments from Highway #47 to <br />Armstrong Boulevard. He stated that it was felt at the meeting that only the most easterly <br />portion of the road is "needed at this time from CR 5 to Quartz Street and the other two sections <br />could be put off until 2011 and 2012. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to ratify the <br />recommendation by the Public Works Committee and direct City staff to begin feasibility studies <br />for the alignment of 167th Avenue, segment 1 from Quartz Street to CR 5 and that segments 2 <br />and 3, be moved in the Capital Improvements Plan to years 2011 and 2012, and ask that the <br />comprehensive plan address this issue as well as alignment. <br /> <br />Further Discussion: Councilmember Look noted that in reading through the minutes, a -large <br />number of the complaints were about the notification process, but also for the street itself. He <br />stated that he is not sure he is comfortable with the plan as it is. Councilmember Look stated that <br />he understands the City will face some difficult alignment issues, but he is concerned about <br />pushing this forward without looking at all the possible options for street locations. <br />Councilmember Elvig stated that the Public Works Co"mmission did discuss this and it was felt <br />that this was the start of the planning process and segment one would help fix a problem area of <br />the road that currently has four hairpin turns and will allow better access to a large project <br />underway, the Brookfield Estates. Councilmember Look asked for comments from Jim <br />Overtoom who lives in the area. -Jim Overtoom,16600 Jasper Street, stated that he feels moving <br />forward with the easterly portion of the roadway will greatly improve the situation. Mr. <br />Overtoom stated that he has been awoken many nights by cars crashing through the woods or <br />hitting power lines. He stated that he strongly encourages the City Council to support moving <br />forward with the eastern portion of the alignment. <br /> <br />Motion carried.
