<br />2) Update on Dirt Driveway Paving <br /> <br />City Engineer Jankowski stated that a local" contractor had quoted a price of $2.50/sq. ft. for <br />paving residential driveways. He noted that it was determined at the Public Works Committee <br />meeting that the City should investigate the program that the City of Coon Rapids used to <br />encourage their residents to pave their driveways. He stated that there was also discussion about <br />surveying the property owners who have unpaved driv~ways about their interest in paving them. <br /> <br />Councilmember Elvig noted that there is no action necessary on this item. <br /> <br />3) Consider Acquisition of Right-of-Way for Helium Street Extension through <br />. Proposed GAD's Prairie Development <br /> <br />City Engineer Jankowski stated that there were discussions at the Public Works Committee <br />meeting about acquiring property through eminent domain to allow for an extension of Helium <br />Street through the GAD's Prairie Development. The Committee recommended that the City <br />make an offer to the developer that the City would obtain the necessary land through eminent <br />domain, if necessary, but the City would cap its expenses at $60,000. He stated that the <br />developer would then need to pay any costs above this amount and also provide light mitigation <br />from northbound traffic on the service road impacting southbound traffic on CR 5. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to ratify the <br />recommendation by the Public Works Committee and inform GAD's Prairie that the City will <br />supply the necessary land for the road, the cost of which will not exceed $60,000 and that <br />anything beyond that, including legal fees, will be covered by the developer, and that there will <br />be mitigation for light bleeding from parallel roads by the developer. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Dehen, Jeffrey, <br />Look, and Strommen. Voting No: None. <br /> <br />4) Consider Financing for 160th Lane Paving Project. <br /> <br />, <br />Councilmember Elvig explained that in the Trappers Ridge subdivision there was a section <br />where the City thought we had the necessary easements, but did not. The property owner <br />constructed his driveway through the right-of-way to obtain ingress and egress to his lot, which <br />created a dispute with the neighbors about the driveway being constructed within the right of <br />way. There have been ongoing problems between the neighbors. At the Committee meeting, it <br />was determined that one action the City could take was to clear the trees to the right-of-way, post <br />No Parking signs, and not continue with plans to pave the 160th Lane extension. <br /> <br />City Engineer Jankowski stated that Public Works Director Olson has had conversations with the <br />three land owners and they have all agreed to take their complaint to a County mediator because <br />they would all like to come to an agreement that would allow the trees to remain. He stated that <br />he recommends that the City Council table action for 30 days to allow for the mediation process <br />to continue. <br /> <br />City Council /October 9, 2007 <br />Page 22 of 25 <br />
