language be .included in the development. agreement to state clearly what the City will pay for
trail reimbursement.
Motion to recommend that the City. Council deny the request by .Oakwood Land Development,
Inc. for additional reimbursement for Brookfield Trail.
Action:
Ratify the recommendation of the Public Works Committee.
Case #5: Consider Rum River Hills Golf Course Drainage Improvements
Background:
Back in 2005 the residents around the Rum River Hills Golf. Course had reported problems with
water levels. At that time. the City completed a drainage study and found that the water backing
up on the golf. course had no impact on the neighborhood. .Some survey work was done in
March of 2007 and also again in early October and they found that the top of the outlet pipe is 6
inches higher than the low point of the pond. The area near the maintenance shed is what tends
to flood. The City purchased a drainage and utility easement when this protect was developed
because the intent was that there would be water from off the golf course site coming across onto
the site.
The current system was installed in the late 1980's and staff is suggesting that the City remove
the submerged pipe and 100 feet of the outfall pipe and replace them with new pipes and a
control box. The control box would have channels in the sides for boards that could- control the.
elevation of the ponds. The cost for this would be about $7,000 and would come from the Storm
Water Utility Fund.
Motion to recommend the City Council approve the pipe replacement on the Rum River Hills
Golf Course as outlined.
Action:
Ratify the recommendation of the Public Works Committee.
Case #6: Request to Delay Final Bituminous Lift in RTC llt" Addition
Background:
PSD, LLC has requested an extension for the time to complete the final paving of Sapphire
Street,. which is directly across the City Hall., Due to the foreclosure proceedings associated with
Ramsey Town. Center LLC, staff is recommending that this request be granted.
Motion to recommend to City Council that the placement of the final lift of bituminous on
Sapphire Street in Ramsey Town Center l lt" Addition be waived for a period of 12 months and
-129-
