Commissioner Deemer suggested that tree planting might be advisable---maybe 10-12 trees. <br /> <br />Commissioner Thorud inquired if the applicant had objections to tree planting, and Mr. Fullington <br />stated he was agreeable to such. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Holland to recommend that City <br />Council approve the site plan for expansions to the Vance Bros. facility at 14021 Azurite Street <br />N.W., to be designed to match the existing structure, and require the south detached building have <br />evergreens (a five foot minimum) planted to serve as a buffer. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, Holland, LaDue, <br />Terry, and Thorud. Voting No: None. <br /> <br />Case #5: <br /> <br />Review Proposed Ordinance to Amend Chapters 5 and 9 of Ramsey <br />City Code Regarding Parking and Storing Vehicles and Equipment in <br />Residential Districts <br /> <br />Zoning Administrator Frolik stated that the Planning Commission needs to review comments <br />received at the public hearing, and direct Staff to incorporate any changes determined necessary <br />into the ordinance draft to be forwarded to City Council for introduction and adoption. <br /> <br />The Planning Commission proceeded to review the proposed Ordinance 96-XX amending Chapter <br />9 of Ramsey City Code. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner LaDue to amend the definition <br />of "Motor Vehicle, Private Use" to read as follows: "Any device designed to be self-propelled that <br />is eligible for legal operation on the public roads and highways and whose primary use is to <br />transport persons and/or property for personal or recreational activities. For purposes of this <br />Chapter, private use motor vehicles shall include operable vintage/classic cars and race cars. <br /> <br />Further Discussion: Commissioner Thomd inquired whether race cars were intended to generate <br />revenue. Ms. Frolik replied that they generally are considered a hobby for recreational use, and <br />rarely generate revenue at an amateur level. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, LaDue, Deemer, <br />Terry, and Thorud. Voting No: None. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to amend Section <br />9.11.10, item a, to read "Currently licensed motor vehicles and one unlicensed operable motor <br />vehicle, the primary purpose of which is for private transportation or recreational use, may be <br />stored outside provided they are parked on a prepared surface that consists of either bituminous <br />pavement, concrete, con bit or prepared gravel or another equivalent surface material that has <br />received the prior approval of the City Administrator or his/her designee." <br /> <br />Further Discussion: Commissioner Terry pointed out the need to def'me "prepared surface" in <br />order to avoid the opportunity of parking a vehicle on concrete blocks, and Commissioner Deemer <br />replied that would be done in a following motion. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Holland, <br />LaDue, and Thorud.
