City Engineer Jankowski noted that extending Sodium Street out to 153rd Avenue would provide <br />an additional outlet and an access onto a second collector street. He added that by doing so, an <br />extra lot would be gained but the quality would be less. With regard to the impact on trees in that <br />area, he advised that Terry Herman of John Oliver & Associates will give a presentation of what <br />would happen. <br /> <br />Terry Herman, John Oliver & Associates, presented an illustration of the previously approved plan <br />and the existing topography which displays a steep slope to the east and trees to the north. He also <br />showed illustrations of the existing homestead and garage (which is not being purchased by the <br />developer) and the road elevation needed to extend Sodium Street out to 153rd Avenue. He noted <br />the slope from the garage to the road was 2-1, requiring approximately 9 feet of cut, stressing that <br />"quite a bit of excavation is involved." <br /> <br />Mr. Jankowski noted "a lot of this revolves around the garage staying. The existence of that <br />garage would be in violation of our current zoning ordinances, and this information will be brought <br />to Council before final platting; it needs to be addressed in the Development Agreement. It will <br />probably be Staff's recommendation that it be moved." <br /> <br />Rick Murray, Residential Development, Inc., pointed out that he does not own the existing <br />homestead and garage which has life estate, and stressed "it is not available for me to purchase." <br /> <br />Mr. Jankowski questioned whether the owner, Mrs. Scroggins, would be co-signer on the plat. <br /> <br />Mark Kleckner, Fox Development, Inc., explained that Mrs. Scroggins can live on the property <br />until her death. He added that their plan is to remodel the house but it is in sound building <br />condition. <br /> <br />Mr. Murray noted that the preliminary plat originatly proposed accommodates the house and its <br />remodeling. <br /> <br />Mr. Jankowski commented that if Sodium Street is developed with a cul-de-sac, there will only be <br />one access for 45 lots. <br /> <br />Commissioner Deemer inquired whether there was any provision for an easement to possibly <br />continue 151st Lane. <br /> <br />Mr. Murray replied there would be no problem providing such. <br /> <br />Tom Kurak, 15001 Sunfish Lake Boulevard N.W. - suggested it might be necessary to make a one <br />block long one-way section as a traffic control issue. <br /> <br />Chairperson Bawden summarized that the benefits are not as great as the disadvantages to require <br />Sodium Street go through to 153rd Avenue. <br /> <br />Commissioner Deemer added "I have no interest in upsetting Mrs. Scroggins in a house that she <br />has lived in 60 years. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to recommend that City <br />Council approve the preliminary plat of Fox Knoll 2nd Addition contingent upon compliance with <br />City Staff Review Letter dated January 31, 1996 and discussion determining that Sodium Street be <br />developed with a cul-de-sac. <br /> <br />Planning Commission/February 6, 1996 <br /> Page 3 of 10 <br /> <br /> <br />
