Absent: Commissioner Thorud. <br /> <br />Case 02: <br /> <br />Request for Preliminary Plat Approval of Brandseth; Case of Blaine <br />Edmundson <br /> <br />Zoning Administrator Frolik reported that on December 5, 1995, the Planning Commission <br />conducted a public heating for preliminary plat approval of Brandseth, which is located at the <br />southwest comer of 153rd Avenue and T.H. #47. Brandseth is proposed to be platted into 45 <br />single family urban residential lots and one ouflot reserved for commercial development. The <br />Planning Commission tabled preliminary plat approval for a revised drainage plan. <br /> <br />City Engineer Steve Jankowski outlined the previous proposal for drainage. He explained the <br />developer was unsuccessful in obtaining drainage easement from the neighboring property. <br />Therefore, the new drainage plan is essentially the same as originally proposed with the exception <br />of an outlet running along the west right-of-way of T.H. #47. Staff also recommends that a storm <br />pipe be extended eastward from Germanium Street at a point south of the UPA substation allowing <br />for the drainage of City property to the west and intercepting drainage from 6 of the 10 rear yards <br />on that block. <br /> <br />Chairperson Bawden instructed Mr. Jankowski to address other portions of the Staff Review <br />Letter. <br /> <br />Mr. Jankowski outlined the three options for water and sewer routes. He noted that no storm <br />sewer exists north of 149th Avenue. <br /> <br />Commissioner Deemer inquired as to how much space existed between the highway right-of-way <br />and the trees on the west side of T.H. #47. <br /> <br />Mr. Jankowski replied this was not yet determined, however, an on-site meeting was scheduled <br />for February 8, 1996 with Mr. Kempf to discuss those issues. He added that an attempt will be <br />made to save Mr. Kempf's evergreens. Mr. Jankowski stressed that there are three alternatives for <br />City Council's review, however, whichever route is chosen, it will not affect the layout of the <br />development. <br /> <br />Discussion ensued regarding trunk line placement, boundaries, and utility lines as outlined on the <br />Preliminary Utility Plan. <br /> <br />A1 Kempf, 15220 St. Francis Boulevard - asserted that even with a 120-foot easement for <br />Highway g47, there still may not be enough property to install all the utilities. <br /> <br />Mr. Jankowski agreed that due to the steep slope involved, a closer look was warranted to <br />determine how much space is needed to install all the utilities. <br /> <br />Commissioner Holland inquired as to the down side of installing the utilities on the east side of <br />T.H. #47. <br /> <br />Mr. Jankowski stated there is the same positive of obtaining a 27-foot easement needed on that side <br />of the highway, however, it would be received as dedication during its development as opposed to <br />an acquisition being required prior to any development. Mr. Jankowski reported that it is cheaper <br />to install utilities on the west side, however, he did not take into consideration any restoration <br />costs.
