Craig Miller, Miller Architects and Builders, stated that the intent of purchasing the adjacent <br />property was to gain the two existing access points to T.H. #10. He stated that he would like <br />to stick with the plan until comment from Mn/DOT was heard. He added that they too were <br />concerned with the safety of T.H. # 10. <br /> <br />Chairperson Bawden stated that they would wait for comment from Mn/DOT; however, the <br />Commission would like to restrict the access and the right-out serves no purpose. <br /> <br />Commissioner Thorud asked what outlot "A" was planned for. Mr. Miller stated that they <br />were hoping to build a sit down restaurant there. <br /> <br />Commissioner Jensen stated that she agreed with staff on adding shade trees to the parking <br />areas. Mr. Miller stated that shade trees could cause a mess because of birds nesting in them. <br />Commissioner Jensen suggested that some type of greenery would be nice. Mr. Miller stated <br />that they could put some greenery on the islands and would work with Staff to develop a <br />plan. He advised they would like some type of preliminary approval at this time. <br /> <br />Commissioner Thorud asked about the parking lot for the restaurant. Mr. Miller stated that <br />the parking would be within Outlot "A". <br /> <br />Chairperson Bawden asked about the grading and drainage. Mr. Jankowski stated that Mr. <br />Miller will have to come to terms with the DNR and the Lower Rum River Water <br />Management Organization. <br /> <br />Commissioner Thorud asserted that the statement "100% other than metal" cannot be <br />achieved. Ms. Frolik stated that the building is 100% other than metal; metal applied to <br />building is for decorative purposes. <br /> <br />Commissioner Holland stated that the five-foot berm was excellent to buffer the shopping <br />area from residential and asked if the developer has met with the surrounding home owners. <br />Mr. Miller stated that he did not want to create something obtrusive to the area, there would <br />be no back drives and only one service entrance. The building looks good; however, there <br />is concern about the buffer and screening so the applicant should talk to the property owners. <br /> <br />Ms. Frolik suggested using trees with year-round screening. Commissioner Holland stated <br />that pine trees would work well. <br /> <br />Todd Elofson stated that he owned the lot behind this area and there was a purchase <br />agreement specifying that berming would be added.
