Access to the center is proposed from
Riverdale Drive NW and Sunfish Lake Boulevard NW in addition to a right-in/right-out only
from T.H. #10. The City Engineer fmds the access from T.H. #10 unacceptable. The plan
has been forwarded to Mn/DOT for review and comment.

The site plan submitted complies with City Code requirements for structure setbacks and
number and design of off-street parking areas.

The subject property is in the Mississippi River Critical Overlay District which restricts
impervious surface (structures and pavement) to 30% of the lot area. The ultimate
impervious surface proposed on the site is 77% of the lot area; the developer has applied for
a variance which must be certified by DNR.

City Code requires screening between the commercial development and the residential uses
on the South side of Riverdale. The site plan proposes a 5-foot berm established with
tmidentified plantings. The site plan needs to be modified to identify the size and species
of the plantings. It is also noted by City Staff that the off-street parking areas are quite
substantial in size and it is recommended that some shade trees be incorporated into the
design of the parking lots. The site plan also needs to be modified to provide a screened
waste storage plan and a lighting plan.

Mr. Jankowski stated that the City has not approved any new site plan with access to T.H.
# 10. The reason for this is the congestion and slowing of such a high mobility roadway.

Planning Commission/June 4, 1996
