Voting No: None. <br /> <br />Case #4: <br />Digging <br /> <br />Request for a Site Plan Review; Case of David Hauan, Dave's Custom <br /> <br />Zoning Administrator Frolik stated that Mr. Hauan is requesting Site Plan Approval to <br />construct an office building with outside storage for tracks and equipment. The office <br />building is designed to front on Armstrong Boulevard, but access would be derived from <br />146th Avenue. The office structure is proposed at 1,568 square feet and the exterior walls <br />will be constructed of vinyl siding with brick trim on the building front. The building meets <br />the structure setback requirements from Armstrong Boulevard, 146th Avenue and property <br />lines. The site will be served by on-site septic and well. <br /> <br />City Code requires a 20 foot wide landscaped area along all streets and outside storage must <br />be screened from public roads. The site plan text proposes screening along Armstrong <br />Boulevard, and 146th Avenue to consist of 5'-6' pine trees spaced 10 feet apart. The site <br />plan should be modified to verify that the 20 foot wide yard along Armstrong and 146th is <br />provided. Staffis also suggesting that some plantings be established along the building from <br />and a 5 foot berm be constructed along Armstrong Boulevard and 146th to intensify the <br />effect of the tree screening. <br /> <br />In accordance with City Code, the customer/employee parking lot is proposed to be paved; <br />the site plan should be modified to provide B-612 concrete curbing around the perimeter of <br />the parking lot. Mr. Hauan is requesting a waiver from the Code requirement to pave the <br />outside storage yard for tracks and equipment. In the past, the Planning Commission and <br />Council have reduced this requirement to Class 5 in the heavy industrial districts. <br /> <br />If the waste storage area is to be outdoors, the site plan must be modified to provide for a <br />screened container. <br /> <br />The City Enghneer is requiting a Drainage Plan to provide a detention pond in the Northeast <br />comer of the site to limit runoff to the site's predevelopment condition.
