City Engineer Steve Jankowski stated that according to the topographical information, this <br />site is generally flat with the drainage from the Southwest to the Northeast. Mr. Jankowski <br />stated that with the additional impervious surface, there will be a great deal more runoff. He <br />requested that the nmoff be channeled to a detention pond and that the outlet for the <br />detention pond could be the County ditch. <br /> <br />Chairperson Bawden asked Mr. Hauan if he had any problems with the letter from the City <br />Engineer. Mr. Hauan stated that there was no need for a berm because the pine trees alone <br />would provide sufficient screening and there was no room on the site for a detention pond. <br />Mr. Jankowski disagreed and stated that these items were required of other developers and <br />site plans. Mr. Hauan stated that the property was 1.5 acres and he is not changing the <br />grades that have been this way for a number of years. Mr. Jankowski stated that the surface <br />w/Il be changed. Mr. Hauan stated that there is currently Class 5 on the property and he will <br />he using the area mainly for track parking. Mr. Hauan added that all the expenses incurred <br />by the City are making this project nearly unaffordable, that this property was a junk yard <br />and he is planning to develop a good looking building with landscaping. <br /> <br />Mr. Jankowski stated that the detention pond would provide 125 cubic yards of storage, and <br />he was flexible as far as shape in order to fit it in with the site plan. Mr. Hauan stated that <br />with all of the other location requirements there was no room for the detention pond. Mr. <br />Jankowski stated that these were all similar requirements expected with other developers. <br /> <br />Commissioner Deemer stated that this was not required for Adolphson/Peterson. <br />Commissioner Jensen stated that they did not change the surfacing and asked where the run <br />off will go in this case. Mr. Hauan stated that there were sufficient ditches and there was a <br />holding pond one quarter mile away. <br /> <br />Chairperson Bawden asked for clarification regarding the additional runoff caused by adding <br />bituminous. Mr. Jankowski stated that the site currently has vegetation growing up through <br />the Class 5 which slows down the rate of nmoff. Commissioner Jensen asked if he was <br />going to bring in new Class 5. Mr. Hauan stated that he did not plan on any changes to the <br />current Class 5. Ms. Frolik stated that the surface is currently not up to Code because of the <br />vegetation growing through the surface. <br /> <br />Mr. Jankowski asked if there were any issues regarding the curbing and parking lot. <br />Commissioner Deemer stated that a small retention pond for the paved parking lot would be <br />reasonable. Commissioner Jensen asked where the ditch is, in relation to the parking lot. <br />Mr. Hauan stated that they are between the lots and along Armstrong Boulevard. Mr. Hauan <br />stated that there would be a curb at the front of the parking lot, but not all around it. <br /> <br />Mr. Jankowski stated that it was the County Highway position that no more drainage can <br />go into the ditch than prior to the development.
