Case/~11: Request for Site Plan Review; Case of RSP Architects <br /> <br />Zoning Administrator Sylvia Frolik explained that RSP Architects has applied for site plan approval for <br />a 149,699 square foot office and manufacturing facility to be constructed on the south side of Sunwood <br />Drive in the A.E.C. Energy Park. She stated the proposed project meets City Code requirements for lot <br />coverage, setbacks, architectural standards, landscaping, and number of off-street parking spaces and <br />driveways. Ms. Frolik explained that the applicant is proposing that the west edge of the parking lot west <br />of the main entrance be finished with a bituminous curb as a temporary measure for expansion purposes. <br />She further explained there is a gravel drive around the southeast comer of the building for the sole <br />purpose of delivering machinery and equipment to the facility. Thereafter, this gravel drive will be <br />considered a fire lane. Ms. Frolik stated driveway access would be extended to the intersection of 143rd <br />Avenue N.W. and Jasper Street N.W.; pavement beyond the property line will not be curbed. Ms. Frolik <br />added that the site plan needs modification to include a lighting plan and a screened waste enclosure plan. <br /> <br />City Engineer Steve Jankowski explained storm water from the northern portion of the site will be <br />discharged into a detention and sedimentation basin prior to overflowing into the wetland, and will be <br />adequate for that portion of the site. The manufacturing portion of the site will drain to the southwest <br />corner of the lot. He explained the applicant is proposing to build a small detention basin on the north <br />corner of Jasper Street and 143rd Avenue, that will overflow into the basin that is directly across the <br />easement, which would be the extension of Jasper Street, and then into a large pond located east of the <br />Public Works building and at some point down a series of ponds along McKinley Street to the Mississippi <br />River. Mr. Jankowski explained that he has reviewed the drainage plan since the City Staffletter dated <br />August 1, 1996 and believed there is sufficient storage available to accommodate this site plan at this <br />time. <br /> <br />Commissioner Thorud observed that there were future expansions planned at all four comers of the <br />proposed building. Mr. Jankowski explained he believed they will be done at one time. Commissioner <br />Thorud asked if there was a timeframe on the expansions. Mr. Jankowski stated that information was not <br />available at this time, and noted that it is common when building, to allow for some expansion. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Jensen to recommend that City Council <br />grant site plan approval to RSP Architects for a manufacturing facility in the A.E.C. Energy Park. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners LaDue, Jensen, Deemer, Terry, and <br />Thorud. Voting No: None. Absent: Commissioner Holland. <br /> <br />Case #1lA: <br /> <br />Request for Sketch Plan Review of A.E.C. Energy Park 2nd Addition; Case of <br />Anoka Electric Cooperative (AEC) <br /> <br />Zoning Administrator Sylvia Frolik explained that AEC is requesting a sketch plan review to replat Lots <br />1, 2, 3, and 4 of Block 3 in A.E.C.
