Commissioner Jensen explained that the timing is important, and asked what signals can do for this area. <br />Mr. Jankowski explained that the State will not install traffic signals prior to the development. <br /> <br />Commissioner Thorud suggested a stop sign be put on Xkimo Street. Mr. Jankowski explained that if <br />there were people speeding, there would be people who would run the stop sign. Commissioner Thorud <br />suggested more police patrolling the area. <br /> <br />Commissioner Thorud asked if there was any fencing proposed in the site plan. Mr. Foster stated that the <br />facility was fenced in. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to recommend that City <br />Council grant site plan approval to R.F. Development for the New Horizon Daycare facility contingent <br />upon compliance with the City Staff'review letter dated July 31, 1996. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, LaDue, Jensen, and Terry. <br />Voting No: Commissioner Thorud. Absent: Commissioner Holland. <br /> <br />Commissioner Thorud explained his opposition in that the residents presented a good case and there <br />should be at least a stop sign for safety reasons. Chairperson Bawden suggested the City Council make <br />a recommendation to the Police Department. <br /> <br />Case #10: Request for Site Plan Review; Case of Sharp & Associates/Barkela Manufacturing <br /> <br />Zoning Administrator Sylvia Frolik explained Sharp and Associates has been retained by Barkela <br />Manufacturing to prepare a site plan for a 9,140 square foot office/manufacturing facility. She explained <br />that the site plan meets City Code requirements for lot coverage, setbacks, architectural standards, <br />landscaping, screening, waste enclosure, and design and number of off-street parking spaces and <br />driveways. Ms. Frolik added that the site plan should be modified to identify a fighting plan, and the City <br />Engineer has requested the drainage pond be enlarged. <br /> <br />City Engineer Steve Jankowski explained there will be a storm sewer in McKinley Street, and he is <br />requesting there be a catch basin on the common lot line. He stated the plan was to have the parking lot <br />drain into the detention pond and then into the catch basin. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to recommend that City <br />Council grant site plan approval to Sharp and Associates for the Barkela facility contingent upon <br />compliance with City StaffReview Letter dated August 1, 1996. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, LaDue, Jensen, Terry, and <br />Thorud. Voting No: None.
