Bill Suthefland, 5001 - 143rd Avenue NW, explained that a reduced speed limit will make the entire <br />community safer. <br /> <br />Mmy Jenkinson, 5091 - 143rd Avenue, explained she was happy to see a daycare facility being developed, <br />but also had traffic concerns. She asked if the parking lot and access could be moved to the T.H. ~47 side <br />of the facility to reduce the traffic. Ms. Jenkinson asked about the installation of a stoplight. <br />City Engineer Steve Jankowski explained that in the T.H. #47 corridor study, it states there will be a <br />stoplight at 142nd Avenue, County Road #5, 149th Avenue, and 153rd Avenue. He further stated Xkimo <br />Street will extend to T.H. ~47. <br /> <br />Ms. Jenkinson asked if 143rd Avenue will connect to T.H.//47. Mr. Jankowski stated that was not <br />included in the plan. Ms. Jenkinson explained she had a concern regarding the traffic on Xkimo Street. <br /> <br />Ms. Jenkinson asked what the time frame was for the stoplights. Mr. Jankowski explained that the plan <br />was to submit the T.H.//47 corridor study to Mn/DOT as a 1997 project. <br /> <br />Alan Humer, 5061 - 143rd Avenue, explained that he is concerned with the traffic on Xkimo Street, as it <br />was a residential street. Commissioner Deemer interjected that Xkimo Street was built to commercial <br />standards with no direct residential access to it. Mr. Jankowski clarified that there are a few residential <br />accesses onto Xkimo. Mr. Hemer stated the first five homes on Xkimo Street have direct access to <br />Xkimo. Mr. Herner stated there have been two fatalities at the intersection of 142nd Avenue and T.H. <br />#47, in the past eighteen months. He urged the commission to consider the parents transporting their <br />children daily and stated the influx of traffic will only make the situation worse. Mr. Jankowski explained <br />that this is a State oflWmnemta issue. Mr. Hemer suggested the parking lot and access be moved to T.H. <br />~47. Mr. Jankowski explained the State will not allow that. <br /> <br />Commissioner Thorud asked what the capacity of the daycare facility was. Rick Foster, KF. <br />Development, stated the capacity was 120 children, Commissioner Thorud stated that would be 120 trips <br />to the daycare twice a day. <br /> <br />An unidentified man from the audience recommended that this site plan be tabled until the traffic flow <br />problems are solved. He explained that the taxes from the businesses are important to the community, but <br />the safety of the children is also important. <br /> <br />Commissioner Jensen asked if an impact study has been done, including the additional traffic from the two <br />new banks.
