explained that the commercial lot exceeds size requirements, and City Staffis recommending approval of <br />the sketch plan. <br /> <br />Ms. Frolik added that no public hearing is required, however, City Staff did attempt to notify the <br />residents of River's Bend 3rd and 4th Additions of'the proposal for a daycare center on this property. <br /> <br />Commissioner Deemer asked if this was referring to the Outlot located south of Lot 1. Ms. Frolik <br />explained that this particular Ouflot was platted at the time River's Bend 3rd Addition was platted for <br />possible future access to T.H. #47, and is not being developed at this time. She explained access to the <br />daycare facility will be via 142nd Avenue and North on Xkimo Street. Commissioner Deemer asked if <br />they were proposing to connect at this time. Ms. Frolik replied there was no proposed connection to <br />T.H.//47 at this time. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Jensen to recommend approval of the <br />plat contingent upon compliance with City Staff'Review letter. <br /> <br />Motion carded. Voting Yes: Chairperson Bawderg Commissioners Deemer, Jensen, LaDue, Terry, and <br />Thorud. Voting No: None. Absent: Commissioner Holland. <br /> <br />Case t/9: <br /> <br />Request for Site Plan Review of New Horizon Daycare; Case of R.F. Development <br /> <br />Zoning Administrator Sylvia Frolik explained that R.F. Development has submitted a site plan for the <br />development of a New Horizon Daycare facility. The commercial lot will be approximately one acre in <br />size, with a~c,~ on Xkimo Street and no direct access onto T.H.//47. The proposed project meets City <br />Code requirements for zoning, lot coverage, setbacks, design and number of off-street parking spaces. <br />Ms. Frolik explained that the plan needs to be modified to identify the types of materials that will be used <br />for the 100% screened waste enclosure. The exterior walls of the daycare are proposed to be finished <br />with standard siding and brick. Staffrecommends approval of the architectural standards contingent upon <br />the siding being a maintenance-fi~ee type. Ms. Frolik explained City Code requkes a 20 foot wide <br />landscape area adjacent to all public road and when a commercial use is across the street from a residential <br />use. She explained this can be met along T.H.//47 and suggested that the parking lot is altered so this can <br />be met along Xkimo Street. City Staff recommends site plan approval. <br /> <br />Chairperson Bawden invited the public to come forward with their comments at this time. <br /> <br />Shirley Bott, 5060 - 143rd Avenue, stated she had a traffic concern getting onto T.H.//47 with no traffic <br />lights. She recommended the driveway be on T.H.//47 to minimize the traffic on Xkimo Street. <br /> <br />Ed M'mgo, 4981 - 143rd Avenue, stated he was a twenty year resident of Ramsey. He noted his concem <br />regarding the traffic issue.
