easternmost 71 feet of what is currently platted as Lots 1, 2, 3, and 4 will become Lot 1 to accommodate <br />the officeJre,se~ch/manufacturing facih'ty presented this evening in the site plan from RSP Architects. The <br />remaining 71 feet will be platted as an outlot and at some point in the future may be replatted with Lot 5 <br />to accommodate development plans for that parcel. <br /> <br />Commissioner Deemer stated he would like to see Jasper Street constructed on Outlot C, between <br />Sunwood Drive and 143rd Avenue, with the utilities under it. He noted it would be of great savings to <br />the City. Mr. Jankowski responded that the easement area is encumbered with utilities, and it is unlikely <br />that anything other than a roadway will be constructed there. He explained that the value of that section <br />of roadway will become more apparent as traffic is generated within that area. <br /> <br />Motion by Commissioner Thorud and seconded by Commissioner Terry to approve the sketch plan for <br />A.E.C. Energy Park Second Addition and recommend that City Council grant final plat approval. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Thorud, Terry, Deemer, Jensen, and <br />LaDue. VotingNo: None. Absent: Commissioner Holland. <br /> <br />Case #12: Request for Site Plan Review; Case of Children's World Daycare <br /> <br />Zoning Administrator Sylvia Frolik stated the site is a commercial parcel on the west side of T.H.//47. <br />She explained the facility is 8,600 square feet in size, and will have access from a private drive along the <br />west property line that runs between County Road #116 and 142nd Avenue N.W. The proposed project <br />meets City Code requirements for zoning, lot coverage, setbacks, design and number of off-street parking <br />spaces and driveways, screened waste enclosure, and fighting. Ms. Frolik explained the exterior walls of <br />the daycare are proposed to be finished with vinyl siding and brick veneer. City Code requires a 20 foot <br />wide landscaped area adjacent to all public roads which, in this case, is T.H. #47, and will be met, as the <br />play area is green space. <br /> <br />Commissioner Jensen asked for clarification regarding the access. Ms. Frolik outlined that the access was <br />through a private drive running south and north between County Road #116 and 142nd Avenue N.W., <br />and a fight-in only from T.H.//47 on an east/west extension of the private drive. <br /> <br />Commissioner Thorud asked what the capacity of the daycare was. Bill Bartolic, Rosewood <br />Construction Services Corporation, stated the capacity was 146 children. <br /> <br />Commissioner Jensen asked about the vinyl and brick exterior walls. Mr. Bartolic explained that the brick <br />veneer will be on the lower 36 inches of the wall with vinyl siding above it. Chairperson Bawden asked <br />Ms. Frolik to comment on the exterior walls. MS. Frolik explained that City Code restricts exterior wall <br />finishes to be stone or stone panels in the B-l, B-2, and B-3 districts. Commissioner Jensen asked if vinyl <br />siding was acceptable in place of stone.
