Commissioner Deemer asked what the purpose of the metal accessory building was, and if it will have a
cement floor. Mr. Wetteflind explained he would use the metal accessory building for recreational
purposes and he will be putting in a cement floor. Commissioner Deemer noted the material cost is the
same for the accessory structure to be built with the same type construction materials and exterior finish
as the principal structure. Mr. Wetterlind stated his preference was a metal pole building.

Motion by Commissioner LaDue and seconded by Commissioner Thorud to recommend that City
Council approve Brian Wetterlind's request for a conditional use permit for an oversized metal accessory
building on less than 2.5 acres.

Motion carded. Voting Yes: Chairperson Bawden, Commissioners LaDue, Thorud, Jensen, and Terry.
Voting No: Commissioner Deemer. Absent: Commissioner Holland.

Commissioner Deemer explained his opposition in that he believes the design should be changed so the
structure has the same exterior facing finish as the principal structure.

Case #4:

Request for a Conditional Use Permit (Interim Use Permi0 for a Temporary
Structure; Case of Johnson Holdings, Inc.

Zoning Administrator Sylvia Frolik explained that Johnson Holdings, Inc., has submitted an application
for an interim use permit for a temporary modular structure in which to conduct bank business while the
permanent building is under construction.

Commissioner Jensen asked what the time factor was on the temporary facility. Kevin Johnson, P.O. Box
250, Isanti, stated it would be used for four to six months. Commissioner Deemer asked how soon they
planned on using the temporary building. Mr. Johnson explained that they would like to start by the end
of the month. Commissioner Jensen asked when construction would start on the permanent structure.
Mr. Johnson stated construction would start at the end of the month.

The Planning Commission proceeded to review the Findings of Fact.

Motion by Commissioner LaDue and seconded by Commissioner Jensen to accept #1 through #8 as
presented.

Motion carded. Voting Yes: Chairperson Bawden, Commissioners LaDue, Jensen, Deemer, Terry, and
Thomd. Voting No: None. Absent: Commissioner Holland.

Motion by Commissioner Thorud and seconded by Commissioner LaDue to amend #9 to indicate that the
use will not increase traffic to and from this ske.

Planning Commission/August 6, 1996
