Commissioner Deemer stated he did not understand the rush, as this was approved five months ago and <br />has seen no activity. Chairperson Bawden explained the length of the internal approval process for banks. <br /> <br />Mr. Johnson stated this would be a drive-up and walk-in facility, with adequate parking. <br /> <br />Commissioner Deemer stated that a paved parking lot would be a better option. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Thorud to recommend Council <br />approval of the Interim Use Permit as submitted. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners LaDue, Thorud, Deemer, Jensen, <br />and Terry. Voting No: None. Absent: Commissioner Holland. <br /> <br />Case #5: <br /> <br />Request for Sketch Plan Review of Hunt Addition; Case of Florence and Harold <br />Hunt <br /> <br />Zoning Administrator Sylvia Frolik explained that the property was located at the southeast intersection <br />of County Road #63 and County Road #5. She explained that the property is a family estate, <br />approximately 40 acres in size, proposed to be split into three lots. Ms. Frolik explained that Lots 2 and <br />3 will accommodate existing homesteads for Florence Hunt and her son, Harold; and Lot 1 will be <br />conveyed to another son. <br /> <br />Ms. Frolik explained that the three lot minor subdivision is in conformance with the 4 in 40 density <br />zoning. However, the minimum lot size in the Rural Service Area is ten acres and Lots 2 and 3 are eight <br />and three acres respectively. Ms. Frolik explained that the proposed lot sizes are in accordance with a <br />family agreement as to the division of the estate. City Staffis recommending approval of a variance of the <br />minimum lot size as it does not violate the 4 in 40 density zoning restriction. <br /> <br />Ms. Frolik explained that they have received information from Anoka County and they are requesting an <br />extra 27 feet of right-of-way south of the center line of County Road #63. The County is also requesting <br />that all trees in the County right-of-way at access points be removed to accommodate sight distance <br />requirements. Ms. Frolik explained that the City will waive the transportation impact fee in exchange for <br />the extra 27 feet of right-of-way. <br /> <br />Harold Hunt, 17555 Nowthen Boulevard N.W., stated that he had no problem removing the trees, but <br />was not sure of the location of the 27 feet. Mr. Jankowski explained that there is currently 33 feet of <br />fight-of-way, and now Anoka County wants 60 feet south of the center line of T.H. #63.
