She explained that the tower and cabinets will <br />be encompassed with an eight foot high chain link fence topped with three strands of barbed wire. <br />Ms. Frolik stated that the site and access to it will be prepared with a gravel surface and there will <br />be no personnel stationed at the site. <br /> <br />Commissioner Jensen asked if the tower would be freestanding with no cables. Mr. Dyer replied <br />affirmatively. <br /> <br />Commissioner Thorud asked if this would create any interference to residents. Mr. Dyer explained <br />that it would not. Ms. Frolik stated that she received information from the league of Minnesota cities <br />confirming that these types of towers are typically low power wattage. <br /> <br />Commissioner Jensen asked about maintenance regarding landscaping. Mr. Dyer explained that the <br />outsides of the cement will be rocked, so there will probably not be a problem with weeds. <br /> <br />Commissioner LaDue asked where American Portable Telecom was based. Mr. Dyer explained that <br />they have an office in Bloomington, and a headquarters in Chicago, Illinois. Commissioner LaDue <br />asked if there will be more towers in the area. Mr. Dyer explained that there will be more towers, <br />as this is a network system. He added that they try to use existing structures when possible, such as <br />the buildings in downtown Minneapolis. <br /> <br />Commissioner Deemer stated that the comprehensive plan for Ramsey shows future extension of <br />County Road # 116 across the north portion of the property, so he would like to see the fence built <br />60 feet from the north property line. <br /> <br />Commissioner Deemer asked if the three strands of barbed wire is allowed. Ms. Frolik stated that <br />there were no restrictions regarding the barbed wire. Mr. Dyer explained the purpose of the barbed <br />wire is to keep people out, and he explained that there will be an alarm system installed as well. <br /> <br />Commissioner Deemer asked if there would be any problem with leasing the property further south <br />to accommodate future road expansions. Mr. Dyer stated that he did not think that would be a <br />problem, but may make some modifications to their plan necessary. <br /> <br />The Planning Commission proceeded to review the Findings of Fact. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner Jensen to amend #1 through #19 <br />in the affirmative. <br /> <br />Further Discussion: Commissioner Thorud asked if there were any lighting requirements. Mr. Dyer <br />explained that the tower was not exceeding 200 feet, so there were not any lighting requirements. <br /> <br />Motion carded.
