Case #6: Request for Site Plan Review; Case of Dolphin Fast Food, Inc. <br /> <br />Zoning Administrator Sylvia Frolik explained that Dolphin Fast Food, Inc. has submitted a site plan <br />for the development of a 3,000 square foot Burger King restaurant on the northwest quadrant of <br />Ramsey Boulevard and Highway #10. She explained that the site plan does meet the 20 foot <br />landscaped requirement along Ramsey Boulevard; however, that area reduces to 15 feet along <br />Highway #10, which also means that the drive-up traffic lane encroaches the no-activity zone by 2.5 <br />feet. Ms. Frolik explained that the proposed project meets City Code requirements for lot coverage, <br />setbacks, number of off-street parking spaces, and screened waste enclosure. <br /> <br />Ms. Frolik explained that the site plan needs modifications to dearly reflect that the traveled portions <br />of the site will be surfaced with bituminous or concrete and finished with concrete curbing. Ms. <br />Frolik also explained that the City Engineer is requesting there be no decision regarding the access <br />on Highway #10 at this time, as City Staff is awaiting discussion with Anoka County regarding the <br />possibility of a median on Ramsey Boulevard. <br /> <br />Greg Dolphin stated there were no problems with City Staff's recommendations, although the metal <br />siding may become an issue. <br /> <br />Ms. Frolik explained that City Staff was satisfied with the 15 foot grassy area recommendation <br />varying from the requirement. <br /> <br />Commissioner Thorud noted that it would make more sense to stop the median before the access to <br />the Holiday Station and Burger King. Ms. Frolik explained that City Staff was not aware of the facts <br />at this time. <br /> <br />Commissioner Thorud asked what the time frame was for this project. Mr. Dolphin explained that <br />they will try to have the grading and foundation complete by the end of this year, and it takes 75 days <br />to build the restaurant. <br /> <br />Commissioner Jensen asked for a description of the exterior. Mr. Dolphin explained that the brick <br />was light brown in color. He explained that Burger King is no longer using wood, as it tends to be <br />susceptible to sun damage. The new Burger King standards use dark brown standing rib-metal siding. <br /> <br />Ms. Frolik asked why Burger King did not use all brick. Mr. Dolphin explained that he did not know <br />the reasoning behind that decision. <br /> <br />Commissioner Deemer explained that the site plan needed to be redrawn to be 80 feet from the center <br />line of right-of-way on County Road #56. <br /> <br />Mr. Dolphin requested the Planning Commission approve the site plan subject to moving the building <br />west, if necessary. <br /> <br />Planning Commission/September 3, 1996 <br /> Page 6 of 13 <br /> <br /> <br />
