Motion carded. Voting Yes: Chairperson Bawderg Commissioners LaDue, Holland Deemer, lensen, <br />and Thomd. Voting No: None. Absent: Commissioner Terry. <br /> <br />Case #3: Request for Site Plan Review; Case of Lord of Life Church <br /> <br />Zoning Administrator Sylvia Frolik explained that Lord of Life Church has applied for site plan <br />approval for the construction of an additional access and parking lot on its site at 14501 Nowthen <br />Boulevard NW. She advised that site plans are not subject to public heatings; however, Staff did <br />notify several residents on the southerly cul-de-sac of Fluorine Street in Sunny Ponds of this pending <br />development issue. It was noted the site plan proposes the construction of additional access (egress <br />only) from Nowthen Boulevard located north of the existing access (which will be converted to <br />ingress only). Also, the site plan proposes adding 99 off-street parking spaces to the site. <br /> <br />Commissioner Deemer announced that he owns property immediately across from the Lord of Life <br />Church property. <br /> <br />Ms. Frolik distributed revised plans and pointed out the difference is that the access to the existing <br />home will be removed and access to the home will then be provided via the two church accesses. <br />Staffrecommends approval of the revised site plan since it will be improved according to City Code <br />with bituminous surface and curbing. <br /> <br />In response to Chairperson Bawden, Ms. Frolik advised it is proposed the house will be removed at <br />some point in the future. <br /> <br />Commissioner Deemer advised he has a "hand shake" purchase agreement on the property across <br />from this new access. Because of this, he desires a straight alignment between Lord of Life's new <br />access and the access point of his property onto C.R. #5. <br /> <br />Jim Johnson, engineering from Bolton & Menk representing the petitioner, advised that the revised <br />egress driveway is directly across from the location mentioned by Commissioner Deemer. <br /> <br />Mr. Johnson clarified that they are not proposing curb and gutter along the entire south edge of the <br />parking lot because within the next year they expect the house to be removed and more parking lot <br />to develop in its place. Along the north edge, the site will have concrete curb and gutter except for <br />the cuts at locations where drive aisles will be extended north for parking expansions. <br /> <br />Commissioner Deemer asked if he should abstain from action on this item. Chairperson Bawden <br />stated it is his opinion there is no need for Commissioner Deemer to abstain from the vote. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Holland to recommend that City <br />Council grant site plan approval to the access and off-street parking improvements at Lord of Life <br />Church contingent upon Anoka County approval of same. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Holland, Jensen, <br />LaDue, and Thorud. Voting No: None.
