Case #4: Request for Site Plan Review; Case of Shorewood R.V. <br /> <br />Zoning Administrator Sylvia Frolik explained that Jon Menke of Shorewood R.V. has applied for site <br />plan review to construct and operate a full-service recreational vehicle center on the south side of <br />Highway 10 at its intersection with Llama Street. It was noted the development includes a 27,115 <br />square foot building for indoor display, sales office, and maintenance shop areas, served by an on-site <br />septic and well, and proposes access from three locations on Riverdale Drive NW and one egress <br />onto Llama Street. The proposed development is in compliance with City Code regarding lot <br />coverage, setbacks, architectural standards, landscaping, and waste storage. However, the future <br />building expansion proposed on the south side of the structure will encroach by five feet into the 35 <br />foot setback from the south property line. Therefore, staff recommends relocating the building five <br />feet north. <br /> <br />Ms. Frolik advised the site plan does not clearly reflect that all display and parking areas will be <br />surfaced with bituminous or that the entire perimeter will be finished with concrete curbing. She <br />reviewed the number of parking spaces required, number provided, and noted that the site plan does <br />not indicate the number of employees on the site so she is unsure if the four parking spaces will be <br />sufficient. <br /> <br />Peter Hilger, Portfolio Design Services representing Shorewood R.V., stated their agreement with <br />staff suggestion to shift the building to the north to accommodate future building expansion. With <br />respect to areas to be surfaced in asphalt versus Class V, he pointed out the area they intend to <br />blacktop and stated their intention was that the balance will be in Class V. Mr. Hilger referenced City <br />Code indicating "or alternate materials if approved by the City Engineer". He explained it is their <br />impression that the area to be blacktopped will be most used from the first day of business and they <br />will transition the other areas into blacktop as the size of the business demands it. <br /> <br />Mr. Hilger stated they believe they have more than adequate parking spaces; they have shown 250 <br />display units on the property for where 25 spaces are required; they are providing 45 spaces. Mr. <br />Hilger assured the Planning Commission there is adequate space on the site to accommodate required <br />parking and it is his intention to work with staff to resolve their concern. <br /> <br />Chairperson Bawden pointed out there is not a big conflict in parking space calculations between the <br />staff and the developer. <br /> <br />Mr. Hilger stated he believes the parking space requirement for the service bays (8) seems to be high <br />and restated his willingness to work with staff.to address this concern and locate parking spaces, if <br />required to do so. <br /> <br />Commissioner Holland encouraged staffto remain flexible regarding the number of parking spaces. <br /> <br />With regard to location of curbing, Mr. I-Iilger stated their intent to install curbing where ever the lot <br />is surfaced in asphalt. Ms. Frolik recommended no business activity be allowed to encroach beyond <br />the pavement.
