Frolik reminded Council it is not unusual for the City to waive curbing behind the buildings in the <br />heavy industrial district, however, modified site plan would have to be submitted identifying <br />exactly those areas to be curbed. She pointed out that City Code also requires at least 50 percent of <br />the exterior facing finish on buildings to be other than metal. The existing building consists of <br />ribbed metal panels and the applicant is proposing the same finish on the expansion area and the <br />cold storage warehouse. She continued that staff is recommending denial of a site plan that does <br />not provide for upgrading the exterior finish on the buildings. The Planning Commission <br />recommends approval of the site plan as proposed contingent upon the developer establishing <br />conifers at least five feet in height along the south property line to help screen the cold storage <br />warehouse building from McKinley Street. Ms. Frolik noted that Mark Fullerton of Vance <br />Brothers was present. <br /> <br />Councilmember Peterson inquired if there were any pictures of the building available. <br /> <br />Mayor Hardin expressed a concern about the exterior of the building and added that the City has <br />been asking for some brick, etc. for aesthetic purposes. <br /> <br />Mr. Fullerton stated that it is expensive to have something other than metal and added that they are <br />starting with a metal building and are therefore trying to accomplish the same look. He explained <br />that they have agreed to adding roof overhangs and soffits, etc. <br /> <br />Councilmember Peterson inquired if the tree screening was agreed upon. <br /> <br />Ms. Frolik stated that she would suggest five-foot trees. <br /> <br />Councilmember Zimmerman felt that the City could "live with" the Planning Commission's <br />recommendation considering the nature and the area of the business. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to approve the site <br />plan for expansions to the Vance Brothers facility at 14021 Azurite Street NW with a waiver to the <br />30% restriction on accessory buildings and curbing bituminous surfaces to the rear of the <br />buildings, and contingent upon establishing screening along the south property line. <br /> <br />Further discussion: Councilmember Peterson suggested if we hope to change the look of the area, <br />this will not make a change. Mayor Hardin agreed and added that the City has been asking a <br />number of other businesses in the last 12 to 18 months to do upgrade their exterior materials for <br />aesthetic purposes. <br /> <br />Motion carried. Voting Yes: Councilmembers Zimmerman, Beyer and Beahen. Voting No: <br />Mayor Hardin and Councilmember Peterson. <br /> <br />Case g7: Section #22 Drainage Easement Acquisition Improvement Project <br /> #95-12 <br /> <br />City Attorney Goodrich stated that this case is to seek authorization of eminent don'hain but that we <br />will continue to negotiate in an attempt to avoid court action. <br /> <br />City Engineer Jankowski reported that he received one additional easement this afternoon and that <br />he has also been advised that one other additional property owner has approached the City Attorney <br />with a different form of easement. <br /> <br />The following amendments were determined for the resolution: Delete Parcel #10 from the list of <br />un-acquired parcels.
