Mike, 6010 Radium Circle NW, Ramsey, stated he is a relatively new homeowner. He wondered
when sewer and water would be coming. He stated he is not against this project but if it will be
torn up for sewer and water, he would like to talk to someone about that. He purchased the home
with the anticipation that he would not be looking at $10,000 to $20,000 in special assessments in
the next three to five years with respect to development, ff the value is proven, than he would not
be opposed to it.

City Administrator Schroeder stated that Mike's home is not within the Urban Service district. In
order for the property to become part of that, it would require a 50% affir five vote from the
citizens.

Mike inquired how that vote happens.

Mr. Schroeder stated it would go through a general or special election. If we have 8,000 voters
there, it would need to be voted in the affu'mative by 4001 to bring your neighborhood into the
district. If that occurred, the City Council would have the opportunity to request that area should
be within the MUSA and that request would be made of the Metropolitan Council. The pipe is
about two miles from your neighborhood now so it would take some time for that to happen.

Motion by Councilmember Beyer and seconded by Councilmember Beahen to close the public
hearing.

Motion carded.
