Councilmember Beahen Yes <br /> <br />Motion carried. <br /> <br />Case #5: <br /> <br />Adopt Ordinance to Rezone Certain Property from B-1 Business to <br />R-1 Urban Residential; Case of Blaine Edmundson <br /> <br />Zoning Administrator Frolik reported that Blaine Edmundson is in the process of platting <br />Brandseth. The plat consists of approximately 22 acres located west of T.H. #47 and south of <br />153rd Avenue. A majority of the property is zoned B-1 Business and rezoning a portion of it to <br />residential is required to accommodate the 40 single family residential lots proposed. On March <br />12, 1996, Council adopted the findings of fact and introduced an ordinance to rezone a portion of <br />the property from B-1 Business to R-1 Urban Residential. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to waive the <br />reading of the ordinance. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Zimmerman, Beahen and <br />Beyer. Voting No: None. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to adopt <br />Ordinance g96-07 to rezone certain property from B-1 Business to R-1 Urban Residential. <br /> <br />Roll call vote called for by Recording Secretary: <br /> <br />Councilmember Beyer Yes <br />Councilmember Peterson Yes <br />Mayor Hardin Yes <br />Councilmember Zimmerman Yes <br />Councilmember Beahen Yes <br /> <br />Motion carded. <br /> <br />Case #6: Request for Final Plat Approval of Brandseth; Case of Blaine <br /> Edmundson <br /> <br />Zoning Administrator Frolik stated that Brandseth is located in the southwest comer of the <br />intersection of 153rd Avenue and T.H. #47. The plat consists of approximately 22 acres proposed <br />to be platted into 40 single family urban residential lots and one 8.75 acre ouflot reserved for future <br />commercial development. All lots meet the minimum area and width requirements. The plat will <br />receive access from 153rd Avenue and all lots will receive access from interior streets. The plat <br />provides for the platting of 152nd Avenue to the west boundary to provide future access to City-- <br />owned property. In accordance with MnDOT's comments, the Developer has provided an <br />additional 27 feet of right-of-way along T.H. #47, the value of which will be credited toward the <br />transportation impact fee due on the plat. The Park and Recreation Commission recommended that <br />park dedication shall consist of a cash payment. The developer is also required to construct a <br />pedestrian trail parallel to 153rd Avenue NW from T.H. #47 to C.S.A.H. #5. The transportation <br />impact fee due from Mr. Edmundson will be credited in an amount equal to $7 per lineal foot of <br />trail constructed. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to adopt Resolution <br />g96-03-058 granting final plat approval to Brandseth. <br /> <br />City Council/March 26, 1996 <br /> Page 10 of 16 <br /> <br /> <br />
