Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer and
Zimmerman. Voting No: None.

Case ~): Game Fair Update

City Administrator Schroeder reported that the City Council provided for a neighborhood meeting
in which to discuss improvements made for the Game Fair event. As a result of the meting, Police
Chief Auspos put together a narrative which was presented to the Council in their agenda packet.
It lays out some position improvements. It's our expectation that we would bring it back to the
Council to initiate changes in the ordinance.

Councilmember Zimmerman recollected that a couple of residents on 161st expressed concern
about being charged for the blacktopping of their road when it is used so much for the Game Fair
and for Central Park events.

Case #10: Report from Personnel Committee

1) Recommendation to Hire Part-time Transcriber

Administrative Services Manager Wake Smith stated that the Personnel Committee recommended
hiring Kelly Meier to fill the position of Part-time Transcriber for the Police Department.

Motion by Councilmember Beahen and seconded by Councilmember Beyer to hire Kelly Meier to
fill the position of Part-time Transcriber for the Police Department for approximately 20 hours per
month at a starting salary of $8.99 per hour, contingent upon applicant passing normal processes
(background checks and physical).

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson and
Zimmerman. Voting No: None.

2) Options for Part-Time Secretary Part-Time Secretary Position

Administrative Services Manager Waite Smith stated that we did not receive any qualified
applicants for the part-time secretary position. We discussed different options and the Personnel
Committee recommended staff to negotiate with a contracting firm.

Motion by Counciimember Beyer and seconded by Councilmember Beahen to continue to negotiate
for the position but to enter into a contract for the rest of 1996 at a not-to-exceed amount.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen, Peterson and
Zimmerman. Voting No: None.

3) Review Labor Negotiations

Administrative Services Manager Waite Smith stated that members of the Personnel Committee
received information to review with regard to the labor negotiations. They will get back to the City
Administrator within the week so we know how to proceed.

Case #11: Report from Finance Committee

Finance Officer Hart reported that two representatives from Community Education came to the
Finance Committee to offer input regarding their potential requests due to the increase of activities

City Council/April 23, 1996
