They will be coming back with actual requests. <br /> <br />1) Review Costs Associated with Water and Sewer Extensions; Ramsey <br /> Elementary School Expansion <br /> <br />Finance Officer Hart stated that Ramsey Elementary School has been billed and has paid for, the <br />charges for the WAC, SAC and SAC handling fees which amounted to $174,375 (Improvement <br />Project g95-13 [extension of water and sewer to Ramsey Elementary School, Haubrich, Fox <br />Knoll, Juskiewicz and Green Subdivisions]. The charges to the school were based on a <br />commercial acreage charge. They are contending that the amount they are being charged for the <br />trunk costs is too high. They have requested consideration under the residential fee structure <br />which would save the District money but cost the City approximately $175,000. The City is <br />already contributing in excess of half of the total project cost through contributions from trunk <br />funds for over-sizing and for completion of the project. The Finance Committee recommended no <br />changes in the billing to Ramsey Elementary School. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to approve <br />affirming the trunk charges for Ramsey Elementary School and instructing the Finance Office to <br />submit an invoice for the remaining $230,361 of trunk charges. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />2) Review Stipends Paid to Various Board and Commission Members <br /> <br />Finance Officer Hart stated that the Finance Committee was presented with some information <br />pertaining to stipends paid to commissioners, and that this issue would be brought back for <br />discussion at the May 28, 1996, Finance Committee meeting. <br /> <br />3) <br /> <br />Review Recommendations for Changes to Joint Powers Agreement Between <br />the City of Anoka and the City of Ramsey for the Supply of Municipal <br />Water Service to Portions of the City of Ramsey <br /> <br />Finance Officer Hart stated that the JPA between the City of Anoka and the City of Ramsey for the <br />supply of municipal water service has been negotiated, some changes had been made, and the <br />Finance Committee is recommending forwarding the redrafted agreement to Anoka. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Peterson to approve the <br />redrafted agreement and forward it to the City of Anoka for consideration. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Peterson, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />4) 1996 Improvements to Emerald Pond Park <br /> <br />Finance Officer Hart explained that the Finance Committee received a list of Phase II improvements <br />for Emerald Pond Park and is recommending staff proceed with same. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to approve the <br />Phase II budget ($106,000 budgeted from dedication fees from the Sunfish Lake District) and <br />improvements to Emerald Pond Park and direct staff to proceed toward completion of the park's <br />development. <br /> <br />City Com~cil/April 23, 1996 <br /> Page 15 of 17 <br /> <br /> <br />
